Minutes of Meeting - December 12, 2002

 

  • Call to order and roll call

 

The meeting was convened at 5.36p.m. by Chair Eckman, who presided during all aspects of the meeting.  Five Commissioners (or their lawful designates) holding valid appointments being present, the quorum requirement of Section 6 of the Commission's Rules & Regulations (50 percent of those eligible to vote) was satisfied.

 

Commissioners in Attendance:  Chair Elissa Eckman, Vice-Chair Sherri Franklin, Secretary June Wilson, Laurie Kennedy, Jamal Modica, Jack Breslin, Dept of Health, Sgt. Bill Herndon, SFPD

Absent with excuse: Kelly Jensen DVM, Carl Friedman, Animal Care & Control,

Rosa Sanchez, City Attorney.

Absent: Cheryl Bentley.

Also, the continued absence of Recreation and Park.

 

  • Public Comment

 

The Chair opened the meeting to public comment.

  • Approval of the draft minutes of November 14, 2002

 

The minutes were amended with minor details and unanimously approved by the Commission.

 

  • Chairperson's report and opening remarks

 

a. The Chair welcomed and thanked everyone for coming to the meeting.

b. The Chair stated that she has read in the SF Daily Journal where growing numbers of lawyers are pushing to strengthen or at least clarify the rights of animals beyond traditional bans on cruelty.  This is happening in Seattle and other parts of the country and in the universities, where people are becoming more aware of animals as pets instead of property.  PETA is suing the Ca. Dairy Commission for their advert. about cows who don't live in sunny green pastures but live in filthy bare lots.

c. The Chair thanked everyone on the Commission for working so hard and felt that we had accomplished a lot.  She is also thinking of starting up an office of Humane Education.

  • Commissioner Public Comment

  • Status and tracking of letters of recommendations approved by Commission requesting action by Board of Supervisors

None

 

  • Committee Reports/Commissioner's Reports

 

a. Guardian/owner: Com Franklin stated that the Health and Human Services held a meeting on 21st November, 2002 where name change "guardian/owner" was recommended to the Board of Supervisors.  The vote on the Board was 6 in favor, 3 voted against.  They will hold another vote next Monday, 16th December, 2002

b. Park and Rec dog policy:  Sgt. Herndon, a member of the Park and Rec off-leash dog advisory committee stated that at a meeting, they were trying to establish off-leash areas in Alamo Square and Douglas park  He was pleased with the proposal that Park and Rec made for Douglas Park.  Dr. Ron Cole asked if Sup. Yee's proposal was still under consideration by the Board now that he has gone to Sacramento.  Comm. Kennedy stated the environmental and financial impact analysis still needs to be done before any move is made.

d. No reports from City Attorney.

e. Comm Breslin stated that he received a communiqué from City Attorney's office relating to the pigeon trapping proposal by Mr. Hazelton.  There will be a meeting next week to work out details before going to the Director of Public Health. 

e. Cambridge The Chair has been in touch with Susan Roy of IDA to get a "Cambridge" type ordinance for submission to a Supervisor sponsor regarding oversight of UCSF live animal testing.

f. Live animal markets: The Chair feels that this is an ongoing concern and should be kept alive as there is no need for cruelty in this city.  Comm. Kennedy inquired about the live animal markets and the Chair stated that Dr. Gross statement was most compelling.  Comm Jensen wrote a letter to the Board incorporating Dr. Gross's statement but got no response and was going to do a follow-up.

g. Commission rescheduling: No need now as we still have Room 408.

h. Dog fight posters: The Chair stated that she asked if they would put them up in juvenile hall but so far hasn't seen one.

c. Flyer/logo: Comm Franklin stated that she had received a phone call from the graphics dept, will talk to them and give a report next month.

Comm. Franklin stated that November was fur free month and that there was a big rally in Union Square on Friday after Thanksgiving with IDA and API.
