Minutes of Meeting - May 8th 2003
1. Call to order and roll call
The meeting was convened at 5.37p.m. by Chair Kennedy, who presided during all aspects of the meeting. Five Commissioners (or their lawful designates) holding valid appointments being present, the quorum requirement of Section 6 of the Commission's Rules & Regulations (50 percent of those eligible to vote) was satisfied.
Commissioners in Attendance: Chair Laurie Kennedy, Vice-Chair Sherri Franklin, Secretary June Wilson, Elissa Eckman, Kelly Jensen DVM, Sgt. Bill Herndon, SFPD, Capt. Vicky Guldbech, ACC Supervisor
Absent with excuse: Jamal Modica, Jack Breslin, Dept of Health, Carl Friedman, Animal Care & Control Rosa Sanchez, City Attorney.
Also, the continued absence of Recreation and Park.
2. Public Comment
The Chair opened the meeting to public comment
Eric Mills stated that there was an article in the newspaper that tied live animal markets in China to SARS. Also trouble in their budget at the Zoo.
3. Approval of the draft minutes of April 10th, 2003
The Commission unanimously approved the minutes with a few minor corrections.
4. Chairperson's Opening remarks
a. The Chair welcomed and thanked everyone for coming to the meeting.

6. Status and tracking of recommendations approved by Commission requesting action by Board of Supervisors
7. Committee Reports/Commissioner's Reports
a. No reports from the City Attorney
b. Cambridge: Com. Eckman stated that she had sent a draft concerning the ordinance to In Defense of Animals for their input.
c. Live animal markets: Com. Jensen stated that she had nothing new to report. It was also suggested that the Health Dept. become more involved in monitoring the import of live animals.
d. Vacancy/Appointments: There are 11 people applying for 4 seats on the Commission which will be heard at the Rules Committee on May 14th.
8. Old Business
a. Flyer/pamphlet/logo: Com. Franklin stated that the logos would be ready very soon.
b. Cat Declawing: AB395 failed in committee in Sacramento and will probably be introduced again next January. While the Vet Assn. has not yet taken a position on this issue, many vets do oppose this procedure. It was suggested to contact John Duran of West Hollywood for his input. This item is continued.
9. New Business
a. Capt. Guldbech from ACC wants an amendment to the Code that would outline humane and responsible guidelines for the welfare, care and maintenance of dogs that are housed outdoors, which includes guard dogs and tethered dogs. At ACC, there are 9 animal control officers when there should be 20. This item is continued.

12.Closing review of task allotment and next steps
Com Eckman will contact IDA about language for Cambridge style ordinance pertaining to UC laboratory animals. Contact John Duran of West Hollywood City Council to find out how they passed their anti cat declawing ordinance.
Com. Kennedy - find out who we should approach to test the live animals, being sold as food, regarding disease, Health Dept. or Board of Supervisors?
Com. Jensen - communicate with Com. Breslin about above
Com. Franklin - Contact Linda at IDA about artwork for our logo, plus work with Capt. Guldbech to make a working SF ordinance pertaining to Dog Maintenance & Care
All Commissioners - email Com. Franklin with any suggestions about dog ordinance, also think of any possible objections about cat declawing and recommended solutions.

The meeting was adjourned at 7.02p.m. motion by Com. Eckman, seconded by Com.
Jensen.
