A) Discussion only of �No Kill� policies in San Francisco Shelters (also referred to as �Live Release� in earlier agendas). The Commission will continue its exploration of a policy that would ensure that no adoptable animal (including those that need medical and behavioral intervention but would be adoptable after that) is euthanized in San Francisco shelters. Presentations will be made by representatives of Best Friends Animal Society, an organization that provides information, assistance, and training to create no-kill communities. The Commission will also begin the discussion of what to do with all the information gathered on No Kill over the past few months. [Discussion only]

6.� New Business
A) Discussion and possible action to recommend to the Board of Supervisors that they ban the practice of declawing cats, except when determined by a veterinarian to be medically necessary. Declawing involves amputating the last bone of the toes and severing tendons, nerves and muscles that enable normal function and is considered cruel by many animal welfare advocates when done for non-medical reasons such as to prevent a cat from clawing furniture. Former Commissioner Susan Wheeler will present information on previous deliberations and recommendations by the Commission against declawing cats. Other speakers will also be invited to speak. B) Discussion and possible action to send letters to the Recreation and Park Department (RPD), the Head of the RPD Park Patrol, and the Port of San Francisco, asking them to increase patrols in parks and natural areas with nesting birds and other wildlife, or restrict access to those areas to prevent people from setting off illegal fireworks around the Fourth of July. A letter has also been drafted to the SFPD applauding them for their enforcement of fireworks laws. Illegal fireworks scare nesting birds, sometimes causing them to abandon their nests, and harm other wildlife.
