4. Chairperson’s Report and Opening Remarks.
Announcements of current affairs for animals and latest animal law progress state and nationwide: These announcements include, but are not limited to: Marin County - The recent death of 240 goats from Goats R Us who have died of suffocation after a 32 foot truck over turned on July 6, 2007; Sacramento County - An estimated 300 to 600 birds -- all game fowl bred to fight -- were found, and countless dead birds were scattered throughout a cockfighting location in Sacramento on July 4, 2007; and recent California Animal Legislation.

A. Commissioner Garcia; Public Health Department; Office Space; Legislative Update.

Commissioner Garcia will discuss her efforts at getting an office space from San Francisco and also for getting the Public Health Department to send us another representative to sit on the commission.
Guest Speaker: Virginia Handley will be speaking regarding the California Animal Legislation
B. Commissioner Garcia; Recent Coyote Deaths in Golden Gate Park.
[Discussion/Action Item]
Commissioner Garcia will open up discussion to the public to hear concerns and collect ideas on the latest occurrences of needless animal deaths in golden gate park. Update and discussion about the recent death of coyotes in San Francisco and the educational efforts being made in our community.

Commissioner Routhier; Update on dog walker permitting.

Discussion and possible action to recommend that all professional dog walkers be required to obtain a professional dog walking permit and adhere to a defined set of dog walker guidelines. [Commissioner Routhier]

A. Commissioner Gerrie; Resolution Opposing the Abusive Factory Farming Practice of the Confinement of Egg-Laying Hens in Battery Cages

Geary will discuss the item (please attach PDF document here) and the possible resolution with the Board of Supervisors to Approve. The pertinent portion of the resolution is that: BE IT RESOLVED THAT THE SAN FRANCISCO COMMISSION OF ANIMAL CONTROL AND WELFARE opposes battery cage egg production, based on the inherent cruelty of confining egg-laying hens in battery cages; and BE IT FURTHER RESOLVED THAT the San Francisco Commission of Animal Control and Welfare urges the Board of Supervisors to encourage consumers of eggs not to purchase eggs produced by caged hens, as well as to limit the City and County of San Francisco’s procurement of eggs to those from cage-free hens. B. Commissioner Garcia; Resolution/Ordinance: Wildlife Health Care and Support in San Francisco
This is not an action item, only a discussion item. Comr. Garcia will merely introduce the issue of desiring to have a wildlife care center in San Francisco’s Animal Care and Control department. Currently, pigeons and other sparrows are not treated in San Francsico and a program of care for wildlife should be considered.

The Commission should elect a new Chair, Secretary and possibly a new Vice-Chair if the current Vice-Chair is elected as Chair.
