The Ralph K. Brown Meeting Act of the State of California, and the San Francisco
Sunshine Open Meeting Ordinance prohibit a public legislative body from conducting
or holding a meeting when a quorum has not been achieved. A quorum is defined
as a simple majority of the voting members of a body.
However, general discussion is permitted so long as no action or recommendation
of any kind is performed.
Discussion at the November 9 gathering centered on the absence of Commissioners,
and on the implementation plans the City has developed for the Kuehl live animal
markets legislation which takes effect January 2000.
Respectfully submitted by Commissioner Frederick Hobson, Commission Secretary.
