Minutes of Meeting - November 14, 2002

1. Call to order and roll call

The meeting was convened at 5.38p.m. by Chair Eckman, who presided during all aspects of the meeting. Six Commissioners (or their lawful designates) holding valid appointments being present, the quorum requirement of Section 6 of the Commission's Rules & Regulations (50 percent of those eligible to vote) was satisfied.

Commissioners in Attendance: Chair Elissa Eckman, Vice-Chair Sherri Franklin, Secretary June Wilson, Laurie Kennedy, Jamal Modica, Kelly Jensen DVM, Jack Breslin, Dept of Health, Carl Friedman, Animal Care & Control, Sgt. Bill Herndon, SFPD.

Absent with excuse: Rosa Sanchez, City Attorney.

Absent: Cheryl Bentley,

2. Public Comment

Eric Mills, Action for Animals, stated that there was an article in the Chronicle newspaper about "bloodless" bullfighting in the Central Valley, which he also attended. Bullfighting is illegal in California since 1957 but the church is exempt. He also spoke about rodeo and the Sierra Club's position on protecting our waterways from factory farming..

3. Approval of the draft minutes of October 10, 2002

The Chair opened the meeting to public comment.

The minutes were unanimously approved by the Commission.

4. Chairperson's report and opening remarks

a. The Chair welcomed and thanked everyone for coming to the meeting.

b. Com. Wilson stated that she had been instructed to get the key for Room 453 from Henny Lee in Room 362 but Mr. Lee was not there but a co-worker stated that Room 453 was open. Com. Friedman said that he would check next week and get in touch with Com. Wilson

c. Com. Kennedy and Modica stated that they were getting the educational posters out to schools, mom and pop stores etc. The Chair also has put them out in her neighborhood. Com Friedman stated that other counties were interested in the posters.

5. Commissioner Public Comment

No comment

6. Status and tracking of letters of recommendations approved by Commission requesting action by Board of Supervisors

a. Com. Jensen stated she had written a letter to Supervisor Maxwell's office and will follow up with phone calls. Sup. Maxwell showed interest in setting up a meeting where commissions could tell the Board of Supes what they had been doing. Com. Breslin told Eric Mills that the Health Dept. had closed down the New Sang Sang Market in Chinatown for health code violations.

b. The Chair stated that a letter has been sent to Public Works and Protection Committee expressing appreciation for their efforts.

c. A letter regarding rodeos sent to SF Unified School District. Com. Kennedy stated that she and Com. Franklin wrote a letter to the Board of Sups. Eric Mills stated that 3 people had filed a lawsuit against SFUSD and also 4 counties are being sued. At the Cow Palace, 6700 children attended the rodeo in October.

7. Committee Reports/Commissioner's Reports

a. Com. Franklin stated that there is a hearing for "Guardians" on November 21st at 1p.m. at Health & Human Services Committee.

b. Com. Franklin stated that the dog policy meeting was cancelled and Rec and Park are now passing out pamphlets stating that they will be enforcing their dog policy, December 6th with a list of 13 legal off-leash dog areas. Com. Friedman stated that there is a meeting with the task force on 26th November.

c. Com. Franklin stated that she is waiting for a meeting to be set up with the designer who will be assigned to design the logo of the flyer/pamphlet.

d. The Chair stated that she had spoken to city attorney, Rosa Sanchez about the Cambridge Ordinance on laboratory animals and was told if we wanted an ordinance passed, we would have to get a supervisor to sponsor it

9. New Business

The Chair stated that the Planning Commission now needs Room 408 for their overflow.

Com. Friedman will find out the details. Com. Franklin made an announcement that on Nov. 22nd at 7p.m. at Women's Building on 18th Street, they are presenting Fashion Victims, Women, Animals and Fur. Com. Modica stated that he was doing a camera show and explaining about the Commission to school children.

The meeting was adjourned at 6.25p.m. motion by Com. Franklin, seconded by Com. Kennedy.
