Minutes of October 12, 2000 Meeting
1. The meeting was called to order. A quorum was achieved.
Commissioners Cheryl Bentely, Chin Chi, Elissa Eckmar, Frederick Hobson,
Catherine Tchen,.
Commissioners Absent: Richard Schulke.
Department Representatives: Jack Breslin, Carl Friedman, Sgt. Bill Herndon
Please note there are two vacancies: Veterinarian and Parks and Recreation
2. The meeting agenda was adopted. The September meeting minutes were amended
and approved.
3. Chair was absent. Commissioners' comments on items not on agenda included
a reading by Commissioner Chin Chi of the document sent to the Board of Supervisors
regarding the Commission recommendation prohibiting the sale or purchase of
fur or products containing fur.
4. The commission voted its approval of the concept of an off-leash dog play
and exercise area at Treasure Island on a 5-0 vote. Commissioners expressed
that they would need to know detailed information as to the exact location,
hours, and other pertinent info before the Commission could approve a specific
proposal.
5. Discussion ensued on the lack of funding for the commission. Commissioner
Hobson and Commissioner Bentley offered that they are to meet with Supervisor
Mark Leno on the amendmants and funding the Commission has recommended previously
to the Board.
6. The Commission voted 5-0 to form a committee to develop the pamphlet on
pet cosmetic surgery and the Commission's recommendation against such surgery.
Commissioners Chi, Eckman and Director Friedman will serve on this ad hoc committee.
7. The Commission discussed the NIH/Ohio State methane tamine-feline HIV lab
experiments. The Commission, after much lively discussion, voted 5-0 to recommend
against these experiments and to authorize a letter(s) and press release. Commissioner
Hobson thanked the other Commissioners for their timely action.
8. Public comment was given.
9. The Commissioners voted to place as an action item for the November meeting
the local implementation of the Kuehl legislation on live-animal markets which
was signed by Governor Davis.
10. The next meeting of the Commission will be held on November 9, 2000, in
meeting room 408 of City Hall, commencing at 5:30 P.M.

The Ralph K. Brown Meeting Act of the State of California, and the San Francisco
Sunshine Open Meeting Ordinance prohibit a public legislative body from conducting
or holding a meeting when a quorum has not been achieved. A quorum is defined
as a simple majority of the voting members of a body.
However, general discussion is permitted so long as no action or recommendation
of any kind is performed.
