Virtual Warehouse

SF Environment’s Virtual Warehouse is an exchange system for surplus items - office furniture, computers, equipment, supplies - among City departments.

Disposal of Surplus

Overseen by the General Services Agency Surplus Disposal Program, the Virtual Warehouse serves to implement the San Francisco Administrative Code Chapter 21.03(i) (Disposal of Surplus) and the San Francisco Environment Code Chapter 5 (Resource Conservation Ordinance).
The Resource Conservation Ordinance requires all City departments to maximize waste prevention, reuse, recycling and the purchase of recycled products. San Francisco City departments generate approximately 80,000 tons of waste each year, and disposal costs exceed $4million annually. Increasing waste prevention, reusing, recycling, and composting saves costs and conserves precious natural resources. City agencies must lead by example to achieve the City's goal of 75% waste diversion from landfill by 2010.
1. Reuse by City Departments
Once a department no longer has a need for certain materials (desks, filing cabinets, computer equipment, etc.) program staff makes the surplus available to all other City departments. Departments can select surplus items from and post items wanted onto the Virtual Warehouse for continued reuse.
2. Public Auction
Some surplus in excess of the City's needs and/or surplus that is no longer appropriate for the City's continued use, such as old or high mileage vehicles, are auctioned off. These items are available to the public through First Capitol Auction.
3. Donations
Some surplus items such as excess office furniture are donated to non-profit organizations. These organizations must be certified 501C's. The items donated are for continued reuse or recycling.
4. Recycle Surplus for Salvage Value
Materials such as metal and paper are recycled for salvage value.
