II. APPROVAL OF MEETING MINUTES
Action Item: the Committee approved the minutes of the February 21, 2007 and March 2, 2007 meetings of the State Legislation Committee.
III. PROPOSED LEGISLATION
Action items: the Committee voted to take the following positions on state legislation affecting the City and County of San Francisco.
A. AB 1686 (Leno): to provide improved protection to Parking Control Officers.

B. AB xxx (Ma): to improve transit efficiency though authorization of bus-only lanes and photo-enforcement of parking violations.
Position Taken: tabled until the next Committee meeting
C. SB 445 (Torlakson): to create the Road User Task Force to study the gas tax.
Position Taken: Support
D. SB 446 (Yee): to create a state grant program for micro-enterprise.
Position Taken: Support
E. SB 967 (Simitian): to allow counties to subtract the number of permanent absentee voters from the total number of voters in a precinct when calculating the maximum number of voters allowable by law (1,000) in a precinct.

F. AB 1451 (Leno): to extend the existing property tax benefit for installing photovoltaic panels on properties from fiscal year 2008/09 to fiscal year 2015/16.

G. SB 376 (Migden): to clarify standing for city attorneys to bring unfair competition actions.

IV. SUGGESTIONS FOR FUTURE AGENDA ITEMS
Discussion item: David Noyola inquired about Leno legislation to implement a local Vehicle License Fee. Chair Albertson stated that she was aware of that bill, and recommended that it be considered as a Board of Supervisors resolution instead.
