Earlier this month, the Complete Neighborhood Fabric Committee voted on parking recommendations for new developments in the alleys. The residential enclaves developed their unique character and quality of life without much off-site parking but the committee wanted to ensure that families in particular would have room for a car. As is the case with the surrounding Eastern Neighborhoods, minimum requirements would be removed and there would be a cap on the maximum amount of parking allowed. Parking for multi-bedroom housing would be favored and controls to limit the impact of additional curb cuts on the existing on-street parking are part of the package that the Task Force will consider this week.
Every month the Task Force has an agenda item reserved for "Comments and Responses" to the plan. A letter from three individuals calling themselves "Concerned Citizens" who have issues with the recently adopted Community Stabilization Policy is attached (PDF 16.2KB). The draft Task Force response (PDF 10.6kb), which will be considered this week, is also included.
Finally, the public scoping meeting for the Environmental Impact Report on the Western SoMa Plan has been set for August 25, 2009 and will be held at Bessie Carmichael School . This week the Task Force will receive an overview to better understand the public's role in the process.

Market rate SRO housing and public benefits dominate this week's Business and Land Use Committee agenda.
The interim policies which regulated the construction of small studio apartments under provisions unique to South of Market have expired. These policies originally prohibited this type of housing in SLI zoning and imposed detailed findings elsewhere.
A proposal to recommend the imposition of Eastern Neighborhoods community benefits standards on new developments and to pool these funds with those collected in surrounding planning areas to fund infrastructure improvements will also be discussed.
A motion to extend the life of the Western SoMa Citizens Planning Task Force for another year comes before the Board of Supervisors tomorrow. Last October, the Task Force voted to approve the draft community plan. While continuing to develop and refine supporting policies and incorporate the input of the public, the Task Force is determined to see the plan through to its adoption.

What parking requirements should apply in the alleys? This discussion has been moved to the Complete Neighborhood Fabric Committee. Many of the residential enclaves that were built out years ago provide scant off-street parking. This week the committee will consider the impact of additional curb cuts (driveways) on a pedestrian friendly environment in these traditional neighborhoods.
The Task Force voted last month to expand the role of the Complete Neighborhood Fabric Committee to take on project review functions to test the efficacy of its design review standards. The committee will discuss procedures to implement this process.
In the "comments and responses" portion of the agenda, the committee will consider the Task Force's response to a critique of the Community Stabilization Policy issued by concerned citizens. The public is welcome to participate.
