How to become a San Francisco Taxicab Driver

Requisites for a Drivers Permit as per Section 1089 (d) MPC
1. Be a resident of the United States, of good moral character.
2. Be the age of 21 years or older.
3. Be of sound physique, with good eyesight and not subject to any disease, condition, infirmity, or addiction to the use of alcohol or any controlled substance, which might render the applicant unfit for the safe operation of a taxicab.
4. Be able to read and write the English language.
5. Be clean in dress and person.
6. Hold a valid California Driver’s License of a class sufficient for the lawful operation of the motor vehicle to be driven.


Step 1 Attend and complete a certified and approved Taxicab School training course.  Approved schools include Cab College, Flag-A-Cab Taxi School and Taxi Driver Institute (see below for more information ).  Obtain a Certificate of Completion and ADA (Paratransit) Certificate.
(NOTE: Certificates must be dated within one year of application.)

Step 2  Obtain a letter of intent to hire from a company willing to hire you.
(NOTE:  Letter must be dated within 30 days of application)

Step 3  Obtain a printout of your driving record from Department of Motor Vehicles.
(NOTE:  Printout must be dated within 30 days of application)

Step 4  Obtain a “Passport Size” color or black and white, full face photograph.
(NOTE:  Absolutely no large photos, do not wear a hat, scarf, or sunglasses)

Step 5  Bring all of the above and the application & fingerprinting fees to SFPD Permits, 850 Bryant Street, Room 458 (Tuesday - Wednesday - Thursday 9:00 a.m. to 4:00 p.m.), to submit an application for Driver Public Vehicle for Hire permit.  Money order or personal checks accepted.  For the current Public Passenger Vehicle Driver application fee and fingerprinting fee, see Fee Schedule.

You will be scheduled for taxicab class on Thursday of the same week if you apply on Tuesday or Wednesday or the following Thursday if you apply on Thursday.  Upon completion of the class and passing of the test, a temporary permit is issued. Once the temporary permit is issued, you may begin to work as a San Francisco taxicab driver.

Step 6  Pick-up your permanent permit, badge and “A” Card at the Tax Collector’s Office at City Hall, Room 110 (Monday - Friday, 8:00 a.m. to 5:00 p.m.).  Allow at least 8 weeks for processing from the date of issuance of your temporary permit.

How to get on the Regular/Ramp Medallion Waiting List

Complete the Application for Public Convenience and Necessity for Motor Vehicle for Hire Permit at the Taxi Commission, 25 Van Ness Avenue, Suite 420, San Francisco, CA.     For the current PC&N application fee, see Fee Schedule.  (NOTE: All applicants must have held a driver’s permit pursuant to Section 1089 of the San Francisco Municipal Police Code for two years immediately preceding the date of application for a taxicab permit.) 

How to become a Medallion Holder

A letter will be sent from the Taxi Commission when the applicant from the Medallion Waiting List becomes eligible for either a ramp or regular medallion and a medallion is available. The applicant is required to advise the Taxi Commission whether or not they have fulfilled the full-time driving requirement* at which time they are sent a Medallion Applicant Packet. Upon completion of the application and obtaining the additional information required (medical examination, DMV printout and proof of driving requirement) the applicant is to call the Taxi Commission (415) 503-2180, to schedule an examination date.

The application is accepted for review, the exam is administered and the waybills are checked and counted.  The medallion applicant file is forwarded for review and checked for completeness. After review, the applicant is put on the next Taxicab Commission hearing agenda for Notice and up for approval on the next hearing date pending any objections.  For the current application fee for a regular medallion or for a ramp medallion, see Fee Schedule.

*Current Taxicab Commission guidelines for a “Full-time Driver” is defined as “any driver actually engaged in the mechanical operation and having physical charge or custody of a motor vehicle for hire which is available for hire or actually hired for at least four hours during any 24-hour period on at least 75 percent of the business days during the calendar year or for at least 800 hours during the calendar year.”

Additionally, to qualify for issuance of a taxicab permit, an applicant must have the driving experience as specified below:

For 2008, the applicant must have been a full-time driver, as defined in Section 1076(o), during any three of the following calendar years: 2005, 2006, 2007, or 2008, inclusive.

 

For 2009, The applicant must have been a full-time driver, as defined in Section 1076(o), during any four of the following calendar years: 2005, 2006, 2007, 2008 or 2009, inclusive.

 

For An Application Heard by the Commission During Calendar Year 2010 and subsequent calendar years:  The applicant must have been a full-time driver, as defined in Section 1076(o), for five years as specified in Alternative 1 or Alternative 2 below:

 

Alternative 1:   The applicant was a full-time driver during the calendar year immediately preceding the hearing and during four of the five calendar years immediately preceding that calendar year.

 

Alternative 2:   The applicant was a full-time driver during the calendar year in which the application is heard and during four of the five calendar years immediately preceding that calendar year.


Ramp Taxi Medallion Permit Applications

To qualify for a ramped taxi medallion permit, an applicant must meet the same requirements as an applicant for a regular/alternative fuel taxi permit applicant must meet per MPC Section 1121(b).  Additionally, per MPC Section 1148.1(e)-(g) ramp taxi applicants must have driven a ramped taxi for hire for at least 78 four hour shifts or 400 hours and have completed at least 100 wheelchair pickups in a ramped taxi during the six months immediately preceding the Commission’s hearing on the application.  A ramped taxi applicant has the burden of showing that he or she has completed the requisite number of wheelchair pick-ups to qualify for the permit, and shall keep records sufficient to document his or her performance.  All ramped taxicab permit applicants must be certified and provide a copy of the Ramp Taxi Operators Training Certificate.
