When are Street-Use Permits required?
You must obtain a permit when you need access to the public right-of-way to construct, improve, excavate, occupy, and/or perform work. Public right-of-way is defined as all City roadways and sidewalks bordered by private properties, (improved and un-improved.) Other permits and/or fees may be required by other City, State or Federal agencies when jurisdictions overlap or when the submitted application involves additional review.

Penalties / Inspections
If you are discovered occupying the public right-of-way doing work or have completed work without a permit, you may be subject to fines of up to $1000 a day. All permits issued by DPW are revocable at the will of the Director of the Public Works. All permits issued are subject to inspection and shall be constructed per approved plans and to City specifications. All encroachments and constructions shall be maintained by the permittee and/or the owner of the fronting property.

Hold Harmless Clause
Permittee agrees on their behalf and that of any successor or assign to hold harmless, defend, and indemnify the City and County of San Francisco. The Hold Harmless Clause is made a part of each permit issued by DPW.

Accessibility
Under the general requirements of any Street Use Permit, the permittee must maintain a safe pedestrian walkway with a minimum width of four (4) feet clear at all times. A greater walkway width may be required in areas with greater pedestrian traffic and for non-residential areas.


Street Improvement Permit
When an application for a building permit with DBI includes work that has an impact on the sidewalk, curb and gutter, pavement, or any other facilities in the public right-of-way, DPW/BSM will review the plans and perform an engineering inspection at the location for which building permit is issued to determine whether a Street Improvement Permit is needed.

Minor Sidewalk Encroachment Permit
Accessibility in the public right-of-way can be enhanced by maintaining safe pedestrian walkways and entrances to buildings. Minor encroachments such as fences, retaining walls, warped driveways, planters, steps or stairways, and other minor structures in the sidewalk fronting a property where such encroachments are desirable or convenient in conjunction with the owner's use and enjoyment of his/her property, or required for the safety, convenience and comfort of the public using the sidewalk. Such encroachments shall not occupy more than 10 percent of the area of the sidewalk fronting the property nor more than 25 percent of the width of the sidewalk, unless the Director of the Public Works determines that such restrictions are not applicable due to the nature of the encroachment. Furthermore, in considering the issuance of a Minor Encroachment Permit, DPW/BSM shall give due regard to the location, neighborhood pattern, anticitpated pedestrian traffic, access requirements of the Fire Department, and the convenience and necessities of the owners, occupants or tenants of offices, stores or shops in the vicinity.  Section 723.2, Public Works Code

Major Encroachment Permit
A surface or subsurface encroachment in the sidewalk or street area of any public right-of-way, such as a telecommunications conduit crossing under the surface of a street, which is not otherwise permitted in the San Francisco Administrative Code, Building Code, Public Works Code or Police Code, is authorized only by a revocable encroachment permit granted by a Resolution of the Board of Supervisors.

Street Space / Temporary Occupancy Permit
A Street Space / Temporary Occupancy Permit grants permission to temporarily occupy a portion of a public roadway or sidewalk for building construction or any other construction related work for any other purpose. Material and equipment shall not occupy more than 1/3 of the roadway width and not more than 1/2 of the sidewalk width unless an additional Street Space Permit is granted pursuant to Section 724.7 and 724.8. Banner Permit
A Banner Permit grants permission to temporarily occupy any City-owned utility poles for the purpose of providing notice to residents and visitors of San Francisco about City-sponsored, City-funded, City-wide special events and locations of the City's diverse neighborhoods. The 2005 Banner Ordinance prohibits banners in most residential neighborhoods, requires the banner(s) to have the installer's name and service phone numbers on all banners, provides processing, inspection fees and penalties for the violations of the banner regulations and guidelines. Wireless Service Facilities Exception Map
This map is provided for the convenience of telecommunications carriers applying for personal wireless service facilities site permits. It contains a graphical representation of the parts of San Francisco identified in S.F. Administrative Code section 11.9(b)(2)(A) and Department of Public Works Order No. 177,163 section 3.D.IV where approval of the Planning Department is required before the Department of Public Works can issue a personal wireless service facilities site permit.
