Monique Moyer is the Executive Director of the Port of San Francisco, appointed by San Francisco Mayor Gavin Newsom in April 2004. She is the second woman to serve as Executive Director in the Port's 146-year history. Prior to joining the Port of San Francisco, Ms. Moyer served as the Director of the Mayor’s Office of Public Finance & Business Affairs, for the City & County of San Francisco. Ms. Moyer was appointed to manage the department by then-Mayor Willie L. Brown, Jr. in February 1997. Ms. Moyer sits on the executive boards of the California Association of Port Authorities, the San Francisco Tourism Improvement District, the Government Finance Officer's Association, the Mid-Peninsula Housing Coalition and the Emerald Bowl. Ms. Moyer is the recipient of the San Francisco Chamber of Commerce 2002 Public Managerial Leadership Award. In 2005, 2006, 2007, 2008 and 2009, Ms. Moyer has been named as one of the Most Influential Women in Bay Area Public Service by the San Francisco Business Times. She holds a Bachelor of Arts degree in Economics from Grinnell College, Iowa.
Robert A. Bryan began serving as the Port’s General Counsel in March 2006. He has been a Deputy City Attorney in the City Attorney’s Office of San Francisco since July 1996. Mr. Bryan serves as the head counsel for the Port. In this capacity, he provides advice on a range of legal matters including contracts, real estate, public trust, environmental, CEQA and land use, and public meeting laws and rules. Prior to working as General Counsel to the Port, Mr. Bryan was General Counsel to the Office of Contract Administration from February 2003 to March 2006; General Counsel to the Municipal Transportation Agency from June 1998 to February 2003; and counsel to the City’s Real Estate Department from July 1996 to June 1998. Mr. Bryan also served as General Counsel to the Southeast Community Facility Commission from August 1996 to September 2004. Before joining the City Attorney's Office, Mr. Bryan was an associate at the law firms of Landels Ripley and Diamond, LLP and Graham and James, where his practice focused on environmental law, land use, and CPUC regulatory matters. Mr. Bryan has a J.D. from Boalt Hall School of Law; where he was co-editor in chief of the Black Law Journal, a Master of Science in Geophysics from Virginia Polytechnic Institute and State University; and a Bachelor of Science in Geological Engineering from Princeton University. Mr. Bryan has been a member of the State Bar of California since 1991.
Mr. Byrne manages more than 25 employees and he also is responsible for developing regulatory procedures, overseeing Port plan checking and inspection and providing building code interpretations. Mr. Byrne has more than thirty years of experience in engineering design, supervision and management. He started with the Port as a Structural Engineer in 1994 and he also has held the positions of Senior Civil Engineer and Acting Chief Harbor Engineer for the Port. He has participated in authoring several chapters of the American Society of Civil Engineers Seismic Guidelines for Ports. Prior to joining the Port, Mr. Byrne worked for more than twenty years in the Civil and Structural Engineering and Architectural Department at Fluor Daniel Company, an engineering and construction firm, in the Redwood City office. Mr. Byrne holds a Master's Degree in Civil Engineering from California State University Long Beach and is a registered Civil and Structural Engineer in California. He also has a certificate in Business Management from UCLA and has been a Bay Area resident for over 20 years.
Prior to joining the Port in 2004, Mr. Carter was the Operations Superintendent – Bureau of Street & Sewer Repair for the City's Department of Public Works. He was responsible for street paving, sewer repair, and played a key role in the enterprising of the City Asphalt Plant. He has been employed with the City & County of San Francisco more than 10 years. Over the years, Mr. Carter has excelled through the ranks at the Department of Public Works eventually serving as the first Operations Superintendent of the Bureau of Urban Forestry. At the Bureau of Urban Forestry he was responsible for the start up of a new bureau that focused on medians, trees, and sidewalk maintenance and improvements. Other positions held include Assistant Superintendent of the Bureau of Building Repair, Painter Supervisor I and Painter. Mr. Carter studied Business Administration at the University of Southern Maine.
A nineteen-year Port of San Francisco veteran, Mr. Dailey currently serves as Deputy Director, Maritime and is responsible for managing and marketing one of the most varied maritime business portfolios of any Port in the United States including cargo and cruise shipping, ship repair, ferry/excursion boats, Foreign Trade Zones, harbor services and commercial and sport fishing. Under his direction, 2006 will be the busiest year for cruise shipping in Port history with record setting increases in the number of cruise ship calls and passengers. This year eleven different cruise lines will sail 24 different ships into San Francisco. The Port will welcome close to 90 cruise ship calls and a record quarter of a million passengers. Additionally he has played a lead role in the Port's development effort to build a new Cruise Terminal at Piers 30/32. Mr. Dailey has led the Port in the recent revitalization and diversification of the Port's cargo operations at Pier 80 and Pier 94. Additionally, under his direction, the Port has expanded their maritime operations with the construction of three new ferry terminals, development of new bulk cargo operations at Pier 94 as well as the state of the art Hyde St. commercial fishing harbor. Prior to his current position, Mr. Dailey was senior marketing executive at the Port responsible for public relations and public affairs, strategic marketing and press relations. He is on the Board of Directors of the Marine Exchange of the San Francisco Bay Region, a member of the San Francisco Bay Conservation and Development Commission's Seaport Planning Advisory Committee, a member of the American Association of Port Authority Cruise Committee, California Association of Port Authority's Advisory Committee and a Director of the St. Mary's College East Bay Scholarship Committee. He received his undergraduate degrees in Economics and Business Administration at St. Mary's College and a M.B.A. in Marketing from Golden Gate University.
The Port's security programs, as well as the emergency preparedness and response plans, are intended to create a safer and more secure environment for Port employees, tenants, customers and the public…all of whom use the 7.5 miles of waterfront property managed by the Port. Ms. Sansom has more than 10 years experience in developing and leading integrated operations in emergency preparedness, Homeland Security and its shifting mission/threat environment. She is an experienced pilot with nearly 22 years of comprehensive experience in management, training, logistics, maintenance and business operations. Before joining the Port, Ms. Sansom served as an Emergency Planner at the San Francisco International Airport where she developed exercises to test emergency response and emergent threats, as well as cross-jurisdictional, multi-agency response procedures for the airport's Water Perimeter Security Zone. Prior to that, she served in the U.S. Coast Guard, planning and leading flight operations throughout the world, in a variety of mission areas including search and rescue, anti-terrorism/threat response, law enforcement, high latitude science and pollution response. Ms. Sansom holds a Bachelor of Arts degree in History from Rhodes College, Memphis, Tennessee. She also attended Saint Mary's College of California, Moraga, CA; the University of St. Andrews, St. Andrews, Scotland; and completed U.S. Navy Flight Training at NAS Pensacola and Whiting Field, Florida.
Renée Dunn Martin is the Manager of Communications for the Port of San Francisco. She is responsible for the overall communications activities within the Port including media relations, marketing, community outreach and special events. Ms. Martin has managed the Communications Department for the Port since 1997 and she reports directly to the Executive Director.
Amy Quesada serves as Secretary to the Port Commission and Executive Assistant to the Port Executive Director. Since joining the Port of San Francisco in March 1994, Ms. Quesada has been Port Commission Secretary for 15 of the 22 Port Commissioners and as Executive Assistant to three Executive Directors. As Secretary to the Port Commission, she prepares the agenda for Port Commission meetings in consultation with the Port Commission President and Port Executive Director. As liaison between the Port Commission and the Department, she coordinates and supervises the flow of information to and from the Port Commission, the Executive Director and executive staff. She interacts regularly with the Executive Director, executive staff and Deputy City Attorney regarding the development and implementation of policies and procedures as prescribed by the Port Commission, including matters of confidential nature. She serves as liaison, gathering and providing information, to Federal, State & City agencies' representatives, community organizations, the Board of Supervisors and the Mayor’s office. Prior to her joining the Port, Ms. Quesada served as Executive Secretary to the Deputy Director of Facilities Operations and Maintenance at the San Francisco International Airport for eleven years. She has been an employee of the City & County of San Francisco for over 26 years. |
