San Francisco Planning Commission acknowledges the DRAFT Japantown Better Neighborhood Plan

 

After several years of analysis and community process, the Draft Plan  was presented to the Planning Commission for acknowledgement on June 25, 2009. Prior to acknowledgement, Planning staff presented at two informational hearings at the Planning Commission, and two informational hearings at the Historic Preservation Commission.

The draft plan will continue to be revised and reworked with the community based on the acknowledgement resolution adopted by the Planning Commission. If you have not already read the draft plan, read it below. If you have ideas to offer, stay involved in the process.

We presented the Draft Plan to the Planning Commission in May and June to seek acknowledgement.

We also provided an update of the Japantown Historic Resource Survey and the Context Statement at the Historic Preservation Commission on June 3 and June 17, 2009.

Staff provided an informational presentation on the Japantown Historic Resource Survey, Historic Context Statement, Physical Heritage Report, Traditional Cultural Properties Evaluation and other associated information on June 3.

An additional hearing on how the plan's goals and recommendations relate to the Japantown's community heritage, Historic Resource Survey and the Context Statement took place on June 17.

These hearings were not televised.

At the request of the Japantown BNP Steering Committee, the Planning Department proposes that adoption of the historic resource survey for the Japantown BNP be considered after resolution of currently proposed amendments to Planning Code Articles 10 and 11, which in part pertain to treatment of properties included in historic resource surveys, has occurred.

Plan Overview


Thanks for your interest in the Japantown Better Neighborhood Plan! This plan will help shape the future of Japantown.

The Japantown Better Neighborhood planning process will develop the community's vision for this historic and culturally-rich neighborhood, with a focus on how physical improvements, historic and cultural preservation and new development can contribute to the vision.

The process will result in a plan to guide the use and character of the neighborhood, as well as provide recommendations to improve the connections with the Fillmore District and the Geary Corridor Bus Rapid Transit project currently under study. What happens with the Japan Center properties will be a central part of this planning process.

The Japantown Better Neighborhood Plan will set forth a land use and design framework for new development, urban design guidelines, historic and cultural preservation strategies, economic development strategies, and transportation improvements within the Project Area (see below):

Where we are in the process

This planning effort began in 2007. Since then we have completed the first three phases on planning. Included in those phases were:

  • §Conducted an Opinion Survey (600 responses)
  • Conducted 23 Focus Groups
  • Conducted Six Community Townhall meetings
  • §Held monthly Steering Committee meetings (27 meetings in total)
  • Formed a Preservation Working Group (5 meetings)
  • Provided updates with quarterly newsletters and updates on this website

SCHEDULE FOR PLAN COMPLETION 2009
JANUARY
2009
  • Begin Feasibility and Height Analysis for Japan Center.
  • Refine Recommendations for Openspace, Streetscape, Wayfinding, Land Use & Transportation.

FEBRUARY/ MARCH
2009

  • Draft Recommendations Based on Feasibility and Height Analysis for Japan Center.
  • Draft Recommendations for Urban Design, Community and Economic Development, and Community Heritage.


APRIL - JUNE 2009
  • Hold Community Meeting to Present Plan Recommendations.
  • Refine Recommendations.
  • Compile All Recommendations into Draft Plan.
  • Hold Commission Hearings to Present Draft Plan.
