The San Francisco Municipal Transportation Agency (SFMTA), which operates Muni, invites you to join fellow residents and business owners to discuss proposed transportation improvement projects presented in the 2003 “Glen Park Community Plan.” We will update you on the proposed transportation and transit improvements to be analyzed in the on-going Environmental Impact Review.

About the Glen Park Community Plan
The San Francisco Planning Department held a series of public workshops in 2003 to develop a community plan for the "downtown" Glen Park neighborhood. The study area included downtown Glen Park, the BART station area, city streets, and public open spaces. The intensive planning process involved community members, business owners, and public agencies in developing a long-term plan for the neighborhood to guide future infrastructure improvements and update zoning, design guidelines, and other city policies for future development.
Circulation issues important to the community, including pedestrian safety, traffic flow, access to transit, and parking are addressed in the Plan. Ways to respect the neighborhood’s character through zoning, design guidelines, and other city policies are also included. The Plan explores public improvement opportunities like the use and design of buildings surrounding the BART station, the design and character of streets, and connecting public open spaces and neighborhoods.
Now that the environmental review process for the Plan is underway (Spring 2009), the Plan is moving along a path to adoption by the Planning Commission and the Board of Supervisors. The Environmental Impact Report (EIR) is expected to take 18 months. Adoption of the Plan will follow. Once approved, the Community Plan will help guide investment in public improvements around the neighborhood and may result in changes to zoning, design guidelines, or other city policies.
The Planning Department is partnering with the San Francisco Municipal Transportation Agency (SFMTA), the San Francisco Public Utilities Commission (SFPUC) on the Plan.

As part of BART’s smart growth strategy, the BART Board of Directors expressed an interest in developing the parking lot at Glen Park Station. On December 23, 2008, BART issued a Request for Qualifications (RFQ) to develop the 27,400 square foot parking lot at our Glen Park Station. The lot, located at Bosworth and Arlington Streets in San Francisco, is being made available for development under a long-term ground lease arrangement.
BART is seeking a developer who will collaborate with the City of San Francisco, the Glen Park community, San Francisco Municipal Transit Agency and BART to first determine the feasibility of development in the Glen Park Station area, then formulate a plan of action to transform the BART property into an exciting transit-oriented development that benefits the community, the City and BART.
Like many of the development partnerships that BART has entered, the RFQ for Glen Park includes the Board’s interest in creating housing at this site, including “Predominantly, but not exclusively, affordable units;” however, ultimate land use decisions remain under the jurisdiction of the City of San Francisco. We want the public to be aware that community input is a significant part of the land use entitlement process. In addition, BART intends to select a developer who would vigorously interact with the Glen Park community before suggesting any land use plan for this site.

The environmental review process will include the preparation of a joint environmental impact report/environmental assessment (EIR/EA) and a transportation feasibility analysis study.
The transportation feasibility analysis will analyze the transportation improvements outlined in the Glen Park Community Plan to determine their viability and usability from an engineering perspective. Additionally, the study will look at a range of various engineering alternatives for the transportation improvements outlined in the Community Plan. During this study, the San Francisco Municipal Transportation Agency (SFMTA) and the Planning Department will be working with peer agencies (BART, Caltrans) to form a Technical Advisory Committee to review the proposed transportation improvements.
The final environmental impact report will then analyze the preferred engineering alternative from the transportation feasibility study, the potential site redevelopment of the BART parking lot and the property near the northwest corner of the intersection of Diamond/Bosworth, and the proposed greenway and daylighting of Islais Creek. The EIR/EA will provide both California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).
