Hiring Incentives

Work Opportunity Tax Credit (WOTC) 
The Work Opportunity Tax Credit (WOTC) promotes the hiring of individuals who qualify as members of target groups, by providing a federal tax credit incentive of up to $9,000 for employers who hire them.  Employers must prescreen job applicants for tax credit eligibility prior to offering a job. Employers are entitled to a credit against their federal income tax liabilities for hiring members of the following eligible groups: public assistance recipients, qualified veterans, high risk youth, summer youth, ex-offenders, vocational rehabilitation participants, and supplemental security income recipients.

Biotechnology Payroll Tax Exemption 
The city of San Francisco provides a payroll tax exemption for all San Francisco-based businesses engaged in biotechnology through 2014. Any San Francisco-based business conducting biotechnology research and experimental development, operating laboratories for biotechnology research and experimental, development, using recombinant DNA, cell fusion, and bioprocessing techniques, as well as the application thereof to the development of diagnostic products and/or devices to improve human health, animal health, and agriculture is eligible.

Clean Technology
Any San Francisco-based business that employs more than ten but less than 100 employees that engages in the development, manufacture, or application of scientific advances that produce or contribute to the production of clean energy, including energy produced by wind, solar energy, landfill gas, geothermal resources, ocean thermal energy conservation, tidal energy conversion, tidal energy, wave energy, biomass, bio-fuels, or hydrogen fuels derived from renewable energy. This credit is available through 2020 and allows the company an exclusion form the requirement to pay local payroll taxed until 2020.

Film Production - Scene in SF Program (PDF)
The San Francisco Film Office offers a rebate program providing a refund to eligible productions on all City fees, local payroll taxes and a portion of hotel and sales tax paid during production.

Neighborhood and Community Tax Credits

Tenderloin, Mission, SoMA, Financial District, and Chinatown - Renewal Community
Businesses in designated Renewal Community areas are eligible for tax deductions on equipment purchases, capital gains exclusions, bond financing, and wage credits for employing RC residents. Targeted locations include the Tenderloin, and parts of the Mission, South of market, Financial District, and Chinatown.

San Francisco Enterprise Zone 
This program enables businesses located in targeted locations of the city to reduce their state and local income tax liability. Incentives include hiring tax credits for qualified employees; sales or use tax offset for machinery and equipment; business expense deductions for equipment; and a 15-year carryover of up to 100 percent of net operating losses.

California Enterprise Zone (EZ) Hiring Tax Credits (PDF)
The Enterprise Zone Hiring Tax Credit is a state income tax credit for employers who hire job seekers from targeted groups. Employers can claim up to $32,460 in tax credits over a five-year period when they hire qualified employees. Employees must perform at least 50% of their work within the boundaries of the Zone. Employers must have an EZ Voucher to claim the credit. For more information call (415) 554-6130.

Historic Preservation Tax Credit
The US Department of the Interior supports the preservation of historic buildings through federal tax incentives, including a 20% tax credit for the certified rehabilitation of historic structures, and a 10% tax credit for the rehabilitation of non-historic buildings built before 1936.
