Central Freeway Replacement Project/Octavia Boulevard Alternative

Welcome to the Octavia Boulevard Project website. The purpose of this website is to provide information on the design of Octavia Boulevard and the design of related ancillary projects, which are part of the overall Central Freeway Replacement Project. The Department of Public Works is responsible for designing and constructing the new Octavia Boulevard, which will carry traffic that once traveled on the elevated structure. The Central Freeway Replacement Project will begin in early 2003, with the demolition of the existing Central Freeway structure. In early 2004, DPW will begin construction of Octavia Boulevard between Market and Hayes streets.

The intent of the new boulevard is to provide a smooth transition of vehicular travel from local streets to arterials, and from those arterials to the remaining portion of the elevated new Central Freeway. The design of the new Octavia Boulevard was crafted with neighborhood input during a series of planning and design meetings held in the neighborhood in 1999. The boulevard will be widened to a four lane two-way roadway separated by a central median, and flanked on either side by a one-way street with on-street parallel parking. Work along the medians, roadway, and sidewalks include installation of new light fixtures; tree plantings; and installation of benches, trash receptacles and traffic signals. At the end of Octavia Street there is a proposal to create the "Hayes Green," a landscaped area located between Hayes and Fell streets.
