Assistance to First-Time Homebuyers

 

Welcome to the Mayor's Office of Housing ("MOH") Homeownership Resource Page! Now that you have decided to purchase your first home in San Francisco, let us help you! 

 

The first step in the process of purchasing your first home is to learn about the many opportunities available to first-time homebuyers in our city. Some of these opportunities are available through the Mayor's Office of Housing (MOH), but many are not. So, before you apply to any of the programs at MOH, please complete a homebuyer education course and come up with an individual homeownership plan for your situation. Please contact one of our approved first-time homebuyer counseling agencies to get your plan started. After you have completed your homebuyer education and/or counseling, you will be eligible to apply for MOH's various homebuyer assistance programs.

 

 

LOAN ASSISTANCE PROGRAMS FOR MARKET RATE UNITS

The Mayor's Office of Housing offers qualified buyers a number of programs that can lower a homeowner's monthly mortgage payment. If you are interested in receiving a second loan to help you purchase a market-rate property, or a tax credit that will lower your monthly payments, you may be eligible to use the following programs:

Mortgage Credit Certificate (MCC) Program
Note: MCC holders can refinance their first mortgage loans without losing their current Mortgage Credit Certificates (MCC), MCC holders must refinace their loan from one of our participating lender in order to receive  Reissued Mortgage Credit Certificate (RMCC).

AFFORDABLE BELOW MARKET RATE (BMR) UNITS

The Mayor's Office of Housing offers qualified buyers the option of purchasing homes that are priced below the typical market rate price. These homes must be sold to low-to-moderate income households and are restricted in their resale price. If you are interested in purchasing a restricted Below Market Rate (BMR) unit through the Mayor's Office of Housing, you may be eligible to use the following programs:

Below Market Rate Inclusionary Housing Program (Units built from 1992 to present)

Below Market Rate Condo Conversion Program   (Units built prior to 1988)

Affordable below market rate units are also available through the San Francisco Redevelopment Agency (SFRA).
