Mission StatementSpacer

The mission of the Mayor’s Office of Housing is to provide financing for the development, rehabilitation and purchase of affordable housing in San Francisco. MOH also guides and coordinates the City's housing policy. MOH administers a variety of programs to finance the development of affordable housing by non-profit and for profit developers, provides financial and educational assistance to first-time homebuyers, and finances housing rehabilitation costs for low-income homeowners. MOH is also responsible for monitoring and ensuring the long-term affordability and physical viability of the City's stock of affordable housing.

 

The Mayor's Office of Housing does not administer Section 8, provide emergency shelter, or manage affordable rental housing.

NOTICE OF AVAILABILITY OF REQUEST FOR PROPOSALS (RFP)

The Mayor’s Office of Housing is pleased to announce the availability of the Request for Proposals (RFP) for 2010-2011 programs under three funding sources: Community Development Block Grant, Emergency Shelter Grant and San Francisco Redevelopment Agency tax increment funding for homeownership counseling. To increase the amount of time that you have to review the format and key priorities, draft elements of the RFP, including question sets, will be posted on this website beginning Thursday, November 5, 2009. The official RFP will be available electronically on this website on Thursday, November 19, 2009. Proposals must be submitted electronically by 5:00 pm on Thursday, December 17, 2009. 2008 Annual Housing Report

The Annual Housing Report offers a straightforward explanation of housing-related activities funded by the City – from housing the homeless, to assisting first-time home buyers, to rebuilding public housing. The report describes the City’s efforts to increase affordable housing options and is informative for homeowners and renters alike.

DRAFT SUBSTANTIAL AMENDMENT TO SAN FRANCISCO’S 2009-2010 ACTION PLAN

The Mayor’s Office of Housing (MOH) is proposing to amend San Francisco’s 2009-2010 Action Plan to include $2.5 million in Community Development Block Grant (CDBG) funds for economic stimulus activities. These funds are prior year CDBG dollars and are aligned with the general purposes of stimulus dollars issued through the American Recovery and Reinvestment Act of 2009. The Draft Substantial Amendment to San Francisco’s 2009-2010 Action Plan will be available for public review and comment from October 1, 2009 through October 30, 2009.

Funding Recommendations for One-time CDBG Economic Stimulus Activities Now Available

The Mayor’s Office of Housing is pleased to announce the funding recommendations for Community Development Block Grant Economic Stimulus Activities. These funds are federal CDBG dollars that are aligned with the general purposes of stimulus dollars issued through the American Recovery and Reinvestment Act of 2009. This one-time funding will support non-housing activities that create jobs and are responsive to the economic downturn.

Availability of Foreclosure Prevention Funds

The City and County of San Francisco-Mayor’s Office of Housing is pleased to announce that the Mayor’s Office of Housing has received a special refinance Mortgage Credit Certificate (REFI MCC) allocation of $9.8 million dollars to prevent families from losing their homes to foreclosure under the 2008 Housing Assistance Tax Act.  This funding provides homeowners with a vehicle to refinance sub-prime loans into traditional 30 year loans that they can afford.  In addition, the funding can be used by first time homebuyers to purchase bank owned and short sale properties.

COMMUNITY MEETINGS

FOR SAN FRANCISCO’S 2010-2015 CONSOLIDATED PLAN AND 2010-2011 ACTION PLAN

Residents, business owners, representatives of community-based organizations and other stakeholders are invited to attend one of eight community meetings throughout San Francisco to provide input on community development and housing priorities for the next five years for the federal CDBG, ESG, HOME and HOPWA programs. Draft 2008-2009 Consolidated Annual Performance and Evaluation Report

 

The Mayor’s Office of Housing (MOH) and San Francisco Redevelopment Agency (SFRA) will make available the Draft 2008-2009 Consolidated Annual Performance and Evaluation Report (CAPER) for public review and comment from September 11, 2009 through September 25, 2009. The CAPER represents the annual report of the City and County of San Francisco’s implementation of the following four federal programs during program year 2008-2009:  CDBG, ESG, HOME and HOPWA.

Substantial Amendment to San Francisco's 2008-2009 Action Plan for Homeless Prevention and Rapid Re-Housing Program (HPRP) Funding

San Francisco is eligible to receive $8,757,780 from the U.S. Department of Housing and Urban Development (HUD) under the HPRP program, which is authorized by the American Recovery and Reinvestment Act of 2009. As required by HUD, the Mayor’s Office of Housing (MOH) submitted a Substantial Amendment to San Francisco’s 2008-2009 Action Plan for HUD’s approval on May 18, 2009.

Substantial Amendment to San Francisco's 2008-2009 Action Plan for Community Development Block Grant Recovery (CDBG-R) Funding

San Francisco is eligible to receive $5,723,770 from the U.S. Department of Housing and Urban Development (HUD) under the CDBG-R program, which is authorized by the American Recovery and Reinvestment Act of 2009. As required by HUD, the Mayor’s Office of Housing (MOH) submitted a Substantial Amendment to San Francisco’s 2008-2009 Action Plan for HUD’s approval on June 5, 2009.

2009-2010 Action Plan

The 2009-2010 Action Plan presents the City and County of San Francisco’s strategies and priorities to address the housing and community development needs of low-income San Franciscans and addresses the goals established in its 2005-2009 Consolidated Plan. The Action Plan also identifies specific activities that have been recommended for funding for the 2009-2010 program year with four federal funding sources. The Action Plan is submitted to the United States Department of Housing and Urban Development (HUD) annually and constitutes an application for funds under the following four federal programs:  Community Development Block Grant; Emergency Shelter Grant; HOME Investment Partnership; and Housing Opportunities for Persons With AIDS.

4th Programmatic Agreement Compliance Report (PACR)

 On behalf of the City and County of San Francisco, the Mayor's Office of Housing submitted the 4th PACR to the California State Historic Preservation Officer (SHPO) on July 15, 2009. The PACR is a semi annual report of San Francisco's implementation of the Programmatic Agreement among the City and County of San Francisco, The Advisory Council on Historic Preservation and the California State Office of Historic Preservation for Historic Preservation Responsibilities mandated by Section 106 of the National Historic Preservation Act and assumed by the City as a condition of accepting funds subject to regulation under 24 CFR Part 58.
