NEWSOM APPOINTS WILLIAM SIFFERMANN AS NEW CHIEF JUVENILE PROBATION OFFICER
New Chief brings 34 years of experience to the Juvenile Probation Department
San Francisco, CA – Mayor Gavin Newsom today announced the appointment of William “Bill” Siffermann as new Chief Juvenile Probation Officer for the City and County of San Francisco. Mr. Siffermann’s appointment comes after a four month extensive search process led by Ralph Anderson and Associates. Since 1995, Mr. Siffermann has served as Deputy Director of Probation and Court Services for Cook County Juvenile Probation Department in Chicago. As the Chief Deputy Administrator, he led a department with over 500 employees and an annual budget of $47 million.
Mayor Newsom also took this opportunity to appoint and swear-in Mr. Hully Feticio to the Juvenile Probation Commission. This move comes just days after the Mayor appointed James Rodriguez and Jacqueline Ricci to the commission.
“Bill’s 34 years of experience in the field of Juvenile Probation will be an outstanding contribution to the City and County of San Francisco,” said Mayor Newsom. “I am delighted that he has agreed to take on the challenge of restoring the Juvenile Probation Department to one of the best in the country,” Newsom continued, “I am confident that Bill’s fresh and contemporary approach to Juvenile Justice programs and initiatives will make San Francisco a safer place for our children and young adults to live in.”
From 1986 to 1995, Mr. Siffermann served as Deputy Chief Probation Officer for the Cook County Juvenile Probation Department, where he was responsible for developing and managing the state’s first Juvenile Intensive Probation Supervision Program. As Deputy Chief Probation Officer, Siffermann also developed and administered the state’s first Juvenile Intensive Drug Program and the Home Confinement Program.
Mr. Siffermann has presented numerous workshops on Juvenile Justice issues for the Office of Juvenile and Delinquency Prevention, the National Juvenile Detention Association, the Annie E. Casey Foundation and the National Association of Juvenile and Family Court Judges. In addition to his responsibilities with the Circuit Court Cook County, he is a charter partner of the Illinois Juvenile probation Alternatives Initiative, where he has been a key leader in leading their efforts. Bill has authored numerous new and innovative Department policies, procedures and programs.

Under the leadership of the Chief Probation Officer, the Juvenile Probation Department (JPD) locates, develops, and administers programs for the assessment, education, treatment, appropriate rehabilitation and effective supervision of youth under the jurisdiction of the Department.
Bill holds a Bachelor’s Degree in Communications from Loyola University and a Masters Degree in Social Justice from Lewis University.
