311 CAC Member Biographies

 

Murat A. Armbruster
Murat is a founding partner of the clean technology hedge fund, Atlas Capital Investments, LP.  After graduating from the University of Michigan with high honors, Murat launched GlobaLearn in 1993, the first K-12 eLearning website to help prepare our nation's children for global citizenship.  GlobaLearn was acquired by Houghton Mifflin in 2001 and featured in Don Tapscott's bestselling Growing Up Digital.  Murat represented the education sector as a member of the U.S. delegation led by Vice President Gore to the G-7 Information Society Summit.  During the 2004 presidential campaign, he served as Deputy Executive Officer to General Wesley K. Clark during his bid to become the Democratic Party's nominee.  In 2005, he was a founding partner and Chief Operating Officer of Adina for Life, a San Francisco-based beverage company focused on fair trade and sustainable business practices.  Murat is a member of the Social Venture Network, has a black belt in karate, and speaks French and Mandarin.

Paul D. Carp
Paul is a Bay Area native with a passion for international development and policy.  Paul received his BA from the University of Michigan, Ann Arbor. From 2001-2003, Paul served as a Peace Corps volunteer in Benin, West Africa as a Small Business Development volunteer assisting micro-finance institutions. He also initiated various community development projects by teaching classes on subjects including HIV/AIDS awareness, environmental protection and women’s empowerment.  For nearly three years, Paul was a Special Assistant in House Speaker Nancy Pelosi’s District Office.  His duties included managing her event schedule, meeting requests, telephone contact and coordinating the office outreach program. Currently, Paul is a Senior Project Manager for PG&E in their Customer Energy Efficiency Department implementing a Local Government Partnership Program. Paul has served for over a year as a Board Member to San Francisco-based International Development Exchange (IDEX). Paul enjoys traveling internationally, cooking, bicycling, backpacking and discussing politics.

Laura Chiu
Laura is originally from Hong Kong, and has been a San Francisco resident for over 40 years. She is a consultant specializing in ethnic marketing, community relations, and public affairs. Before that, she worked for Pacific Gas and Electric Company in program management of energy efficiency programs, low-income programs, customer services, and community relations.

Olivia Fè
Olivia is Founder and Executive Director of the Latina Breast Cancer Agency (LBCA), a San Francisco based non-profit organization established in 2002 which serves the underserved Latina community in addressing their health and general survival needs. LBCA has improved health care and breast health education for uninsured and underserved Latina women living in San Francisco and San Mateo counties. LBCA's top goal has been to improve access to free screening services through its Mujeres Cuidando Mujeres/Women Caring for Women Program (MCM). Over 5,000 women have received free screening services and information in Spanish on the importance of breast health and early detection. Direct services are provided through partnerships with local hospitals and clinics. Olivia is a member of St. Luke’s Advisory Council, San Francisco General Hospital Advisory Council, AstraZeneca Pharmaceutical Hispanic/Latina Breast Cancer Advisory Committee, The UCSF Helen Diller Family Comprehensive Cancer Center, a committee member of the Latino Steering Committee and a board member of the Margie Cherry Complementary Breast Health Center.

Jason Hinson
Jason's career in public service began as a legislative aid for US Senator Barbara Boxer and then for California State Assemblyman Lou Papan. Jason currently serves the City and County of San Francisco as a Real Property Officer for the Real Estate Division. In this position he contributes his extensive background in the field of Real Estate working as a licensed Real Estate Broker. He is responsible for performing appraisals, negotiations, and property management work in the acquisition, sale, and lease of real property for the City. Jason has worked closely with the LGBTQ community, focusing on community and civil rights issues including same sex marriage, equal rights, and HIV/AIDS. In 1997, he worked with Supervisor Gavin Newsom to promote the idea for a California AIDS License Plate which resulted in successful legislation authorizing the License Plate to benefit HIV/AIDS treatment and research. Jason has served as the San Francisco District Coordinator for the Human Rights Campaign, as a steering committee member for the American Foundation for AIDS Research and as a co-chair for the District Eight Democratic Club.

Carol Lei
Carol has been a San Francisco resident on and off, for 37 years. She attended San Francisco public schools before living in Asia and other areas of the United States, always returning home to San Francisco after each move.  She is a UC Berkeley Business School graduate and was a corporate employee in the high tech industry before running her own consulting business, focusing on management, team development, and diversity in the workplace.  More recently, Carol was the Mandarin Immersion Coordinator for the San Francisco Unified School District, and currently runs a weekend Chinese program for preschool and elementary age children, along with mentoring individuals interested in teaching Chinese.  She is a supporter of Parents for Public Schools (PPS) and is active in her children’s (public) elementary school serving as a member of the School Site Council (SSC), English Language Advisory Committee (ELAC), and co-chairing the Tours and Outreach Committee. 

Fernanda Martinez de Oliveira
Fernanda is the Technology and Telecommunication Program Associate at Latino Issues Forum (LIF), a statewide non-profit public policy and advocacy institute dedicated to advancing new and innovative public policy solutions for a better, more equitable and prosperous society in California. She promotes programs that provide consumer protections, specially for low income and limited English-speaking communities. She advocates, develops and implements regulations and legislation that expand access to advanced technologies and telecommunication services for all. In her previous capacity, she conducted research on innovative public polices in Latin America, managed multimedia dissemination projects and worked as a consultant for nonprofits. She holds an M.A. and a B.A. in Public Policies from Brazil's top business school, Fundação Getulio Vargas. Originally from São Paulo, Brazil, she has been living in San Francisco since 2007.


Shirley Ng
Shirley is a native San Franciscan who attended the San Francisco public school system.  She is married with one child who is grown.  She has worked over 30 years in the marketing and information technology sectors in the telecommunications industry, and retired in 2001.  Currently she is employed as an on call Visitor Services Representative at the San Francisco Visitor Information Center located in Union Square downtown.

Susana Razo
Susana’s extensive career in public service began as a health educator and program coordinator. She served as the Health Education and Cultural and Linguistics Services Manager at the Santa Clara Family Health Plan, where she increased participation in health education programs. As a grantmaker at Kaiser Permanente Community Benefits for the Northern California Region, she led a new community investment strategy focused on access to health coverage and cultural and linguistic barriers including a program to enabled real-time remote video interpretation. She worked with The Center to Promote Health Care Access, a non-profit that used innovative technologies to provide a Web-based one-stop access point to multiple health and social service programs. She is currently an independent consultant helping non-profit organizations develop fundraising strategies and business plans. She has worked with various research institutions, primarily on studies evaluating disparities in health. She is a graduate of the Hispanas Organized for Political Equality (HOPE) Leadership Institute and received her undergraduate degree in Development Studies (Political Science and Economics of Developing Countries) from the University of California at Berkeley, and her Masters Degree from New York University in Public Administration. She is bilingual English and Spanish, and conversational in Portuguese. She is a first generation Mexican American, born and now living, in San Francisco in the company of family and friends.

Christopher Reyes
A San Francisco native, Chris served four years in the United States Air Force and is currently a student in the San Francisco State Public Administration program emphasizing in Community and Economic Development. He interned for the United States Department of Health in Washington, D.C before entering the non-profit field. Previously, he worked for Goodwill Industries, and is currently at Glide Memorial Church where he serves as a Community Liaison for a youth employment and training program. In his free time, he volunteers as a basketball coach for Mission Dolores Elementary School.
