CALL TO ORDER

Commissioner President Willie B. Kennedy called the Monday, November 23, 2009 meeting to order at 6:10 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.  Commissioner Kennedy read the Sunshine Ordinance.

1.1 ROLL CALL

CONSENT CALENDAR

Commission President Willie B. Kennedy announced the
Consent Calendar.

The consent calendar was moved by Commissioner Bobbrie Brown and seconded by Commissioner Yang.
 
2.0          COMMUNICATIONS

Acting Commission Secretary announced the following:

a) Press Release:  Mayor Newsom Announces the Interfaith Winter Shelter Program for 2009-2010 with Locations and Dates.

b) San Francisco Public Defender’s Office Clean Slate Program 10th Anniversary Celebration will be held on Thursday, December 3, 2009 at the Westbay Conference Center, 1290 Fillmore Street @ Eddy.  Director Toye Moses is being honored at this Free Event.

c) Commissioner Bobbrie Brown advised that at Providence Baptist Church there is a year-round shelter that feeds and sleeps people every night of the year.

d) President Kennedy announced that the Bayview Opera House will have its Christmas Party for families on December 12th with food
and toys for children.  She said that donated toys will be happily accepted.

3.0      PRESENTATION

President Kennedy introduced a Resolution and presentation from the Commission of a Certificate of Commendation for Captain John Loftus of the BVHP Police Station.  Captain Loftus has recently been promoted to Commander of Investigations for the San Francisco
 Police Department.

Supervisor Sophie Maxwell was introduced along with Captain John Loftus.  She read aloud from the Certificate of Honor from the Board of Supervisors in honor and appreciation of his tireless endeavors to
provide peace and safety to the residents of Bayview/ Hunters Point.
Captain Loftus’ dedication to the Police Department and commitment
to excellence has contributed immeasurably to the welfare of the people of San Francisco.  Supervisor Maxwell stated that Captain Loftus was a station captain of the highest caliber.

President Kennedy read the Certificate of Commendation from the Southeast Facility Commission.  Captain Loftus spoke in gratitude for this recognition.  He recalled that on the first day of his work as Captain of BVHP Police Station, within one hour and a half, he was
visited by Director Toye Moses who introduced himself and welcomed
Captain Loftus to the neighborhood and invited him to the Southeast
Facility.  Captain Loftus believes that much has been accomplished
within the BVHP community and he is sorry to leave, because there
Is much more work to be done.  He said that BVHP is in good hands with the new Captain Greg Suhr.  Captain Loftus stated that the relationship between the police department and BVHP that is being developed, will continue to grow with assignment of new top officers
to the BVHP police station. Captain Loftus gave his new phone 415-553-1565 at the Investigations Bureau with instructions to telephone him if the need arises in the future.


4.0            REPORT OF THE PRESIDENT

There was no report; however, President Kennedy encouraged everyone to attend the Clean Slate Program l0th Anniversary Celebration at the Westbay Conference Center on December 3rd.
She also noted that our Director Toye Moses is an honoree’ at
this free event.


5.0           STAFF/DIRECTOR REPORT

Director Toye Moses reported that both the base line Budget as well as the new proposal budget was submitted for review to Tommy Moala/Assistant General Manage of the SFPUC; then it will go to
the General Manager, Ed Harrington,  Director Moses hopes that there will be no cuts, and that it will be sent to PUC Commission, and then be sent to the Mayor’s Office and finally to the Board of Supervisors for Fiscal Year 2010/2011.

Director Moses advised that he will be on vacation for 3 weeks after
the next Commission meeting in December. 

He passed around a sign-up list for the potluck holiday celebration
to be held at the next commission meeting.

6.0 PUBLIC COMMENT

Sam Murray, PUC, advised that the San Francisco Public Utilities
Commission and the Rotary Club gave out turkeys to the Housing Authority in BVHP and that volunteers walked the hill, knocking on doors resulting in giving out over 300 turkeys in this community.

Mr. Murray also told of another 9910 Student Apprentice who passed his
Grade Two exam and is now a Grade Two Stationary Engineer.  This
student worked with Dr. Moses for a time, and the Apprentice Program
has been very successful.

HEALTH AND HOUSING AD HOC COMMITTEE REPORT

There was no report at this meeting.

President Kennedy adjourned the meeting at 6:35 p.m.
