M I N U T E S

THURSDAY, January 11, 2001

I.          Call to Order:

          Commission President Millard Larkin II called the Thursday, January 11, 2001 meeting to order at 6:29 p.m.

II.          Roll Call:

III.          Approval of Minutes:

Commissioner Hardin moved and Commissioner Brown seconded to accept the minutes of Wednesday, December 20, 2000 as mailed. Motion passed.


IV.          Public Comment: None offered at this meeting.
          

Commissioner Larkin then took agenda item VIII - Presentation by the Executive Director of the San Francisco Mental Health Board Helynna Brooke out of order to accommodate the presenter's schedule.
          
VIII.          Presentation: Mental Health Board Executive Director Helynna Brooke thanked the Commission for the invitation and introduced the staff and other Mental Health Care providers who accompanied Ms. Brooke. She began by explaining that the Mental Health Board services available to the Community particularly in light of the recent killings in the BVHP are provided by experts and professionals some of whom were present this evening. She explained that some of these agencies and programs brought pamphlets and literature for distribution and then proceeded to introduce:

          Cordell Hawkins, District Attorney's Office, Victims of Violent Crime - Homeside Advocacy Program, Bayview-Hunter’s Point Advocate: provides counseling to individuals and clusters, funding assistance, i.e. compensation and reimbursements, referrals and emotional support, and court case status; Ladonis Elston, Asst. Director for Adult Services at Bayview Mental Health Services, primary mental health provider in the Bayview-Hunter’s Point: Counseling for individuals, couples, adults and children, families, and seniors. Depression and crisis sufferers can be seen immediately or an on-going/out-patient basis (i.e. Post Traumatic Stress Syndrome). Linford Gayle, Community Mental Health Services (CMHS), Office of Cultural Competence and Consumer Relations (and BVHP resident), an Ombudsman to the Community, fills complaints which can turn into grievances;
          David Lee Crosby, Critical Incident Response Team (CIRT), Liaison to BVHP Community, and Technical Specialist; developed four major issues: Mentoring, 24-hour watch; community advocacy; and resource directory; Michael Paul, CIRT Coordinator; Keith Hutchinson, CMHS, Child Crisis Center Director: Evaluated and assesses acute child crisis cases, provides services for up to 60 intensive therapy cases at one time; San Francisco Mobile Crisis for Adults: makes assessments.

          After suggestions on getting information on Mental Health Services to the Community: outreach by mailings, meetings, flyers/announcements to churches/ congregations; education through literature, etc.; the needs for additional funding, the group and Ms. Brooke thanked the Commission again for the opportunity to inform the Community regarding Mental Health Service available in the Bayview-Hunter’s Point.


VII.          CCSF/Southeast Campus, Dean Veronica Hunnicutt presented an update to the Southeast Plan: Representing Dr. Philip Day, Chancellor of City College, San Francisco, Dean Hunnicutt thanked the Commissioners for the opportunity to update the Southeast Plan. She announced the return of the Computer Repair and Technology class to the Southeast Campus and a joint venture with the Dept. of Human Services in providing the Career Link Program. Then she distributed an "Ethnic Breakdown of Non-Credit Students Enrolled at Southeast Campus", informing the Commission: a) that the Spring/Summer figures were not yet available; b) the only way to get accurate updated figures would be to manually head count students after the semester begins; c) Student Characteristics were available by computer; however more outreach needed to be scheduled.


IX.          Adjournment:

The Southeast Community Facility Commission meeting was adjourned when the quorum was lost at 7:40 p.m.
