1.0               Call to Order
Commission President Bobbrie Brown called the Wednesday, October 26, 2005 meeting to order at 6:06 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.

Commissioner Brown read the Sunshine Ordinance aloud.
 

             1.2            Roll Call

Commissioners Present: Brown; Fuentes; Jones; Parker; Person; Sampson; Kennedy (6:20 p.m.) 

Staff Present: John Roddy, Deputy City Attorney; Toye Moses, Executive Director SECFC; Annette Price, SECF Comm.-Sect

 

             1.3                    Consent Calendar

(a)           RESOLUTION (SECFC-2005-42) Be it resolved that the minutes of the Southeast Community Facility Commission meeting of Wednesday, September 28, 2005, be approved as submitted.

2.0               Public Comment
There was no public comment at this time.
 

3.0               Communications:
Dir. Moses asked that he be allowed to combine item 5.0 Director’s Report with item 3.0 Communications since his schedule is very tight tonight.

Dir. Moses reported that letters were sent to Supv. Sophie Maxwell, Dr. Mitchell Katz, Mr. Trent Rhorer, and Dr. George Davis as directed. The roofing project will be completed very shortly. Staff was also directed to schedule a meeting with William Siffermann, Chief Probation Officer of S.F. Juvenile Probation Department to discuss the proposal of youth court at Southeast, which is scheduled for tomorrow. The Commission will be updated at the next Commission meeting.

MOTION: Moved by Jones, seconded by Parker to accept the Director’s Report. Motion passed unanimously to accept report as presented (6-0).

4.0               Presentations:
Commissioner Brown announced that Mr. Gary McIntyre has requested to reschedule his presentation date to November 30th, 2005.

5.0               Director’s Report
This agenda item was combined with item 3.0, Communications.

6.0               Introduction of New Business By Commissioners:

There was no introduction of new business at this time.

7.0                 Public Comment:
Ms. Esther Stancil, President of Bayview Hunters Point Silver Terrace Neighborhood Association voiced concern that many evictions are taking place in Hunters Point. She also voiced concern that many commercial trucks are parking their vehicles in residential neighborhoods and leaving them parked there for many days which limits the amount of available parking for the residents who live there.

Commissioner Brown asked that staff explore further the parking concern with the Dept. of Parking & Traffic. Staff has already requested the S.F. Housing Authority to update the Commission on recent evictions taking place in Hunters Point.

9.0               Announcements:
Commissioner Jones announced that she will be missing a few upcoming meetings and will detail it in a memorandum to the Commission and Executive Director.

Commissioner Fuentes announced that he will be the curator of an exhibit which is part of Day of the Dead (Dia de los Muertos) at City Hall through the Community Relations Department. The show will start on Friday and run for one month. The reception will be on November 3rd and everyone is invited to attend.

Commissioner Jones announced that a flyer went out from Dr. Charles R. Drew College Preparatory Academy announcing an “Emergency Meeting”. She explained that there is the possibility of a strike by staff. As a result, the school want parents notified that their assistance and support will be needed for custodial/cafeteria jobs.

Commissioner Person announced that the Dept. of Public Health Office of AIDS has awarded Bayview Hunters Point, specifically the Southeast Health Clinic, a grant for $1.2 million which will address the HIV epidemic in Hunters Point. A meeting will be held on Tuesday and Commissioner Person will relay that information to the secretary who will notify the Commission.

Commissioner Sampson announced that he will be dedicating a school in Africa and will miss the next Commission meeting. He also reported that the Model Block Program awarded to the 1700 block of Newcomb sponsored by the Redevelopment Agency does will not include churches in that renovation and this was not the understanding he had when Redevelopment came and presented their proposal to the Commission several months ago.

The church is now in negotiation with Redevelopment to be included in the renovation. The Commission will be updated of any news.

Comm. Brown adjourned the SECF Commission meeting at 6:20 p.m.
