SOUTHEAST COMMUNITY FACILITY COMMISSION

MEETING WEDNESDAY, AUGUST 26, 2009 – 6:00 PM

1.0     CALL TO ORDER 

 

Commission Chair Willie B. Kennedy called the Wednesday, August 26, 2009 meeting to order at 6:13 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.   Commissioner Kennedy read the Sunshine Ordinance.

1.2      CONSENT CALENDAR

 

Commission Chair Willie Kennedy announced the Consent Calendar.

 

It was moved by Commissioner Jones and seconded by Commissioner Brown to accept the minutes of Thursday, August 13, 2009.  The minutes were approved.

 

2.0      PUBLIC COMMENT

 

Mr. Sam Murray, Director of Outreach for the Southeast SFPUC, introduced Mr. James Sparks a graduate of the 9910 program who was recently hired as a stationary engineer working in Millbrae.  Mr. Sparks is a graduate of Clark-Atlanta University.

 

Mr. Sparks thanked the Commission and said he was looking forward to starting his career.  

 

3.0    COMMUNICATIONS

4.0   PRESENTATION

 

Chair Kennedy introduced Jimi Harris from Pacific Gas and Electric Company who provided an update on the dismantling of the power plants in the BayView.

 

Mr. Harris introduced the project manager from PG&E, Fred Flint, Deems Padgett representing TRC the prime contractor on the dismantling project, Alan Louie, TRC project manager, and Mr. James Bryant, President of the A. Philip Randolph Institute and his son, Joseph.

 

Mr. Deems Padgett, TRC project manager, discussed where PG&E was going and the milestones reached thus far.  He provided an overview of the last three years of the project.  On May 23rd, 2006 PG&E hosted a closure ceremony at the plant.  TRC mobilized a week later to begin the work.  There was a strong commitment to the local community to try and hire as much from BayView Hunter’s Point as possible.  There has been from 30 – 50% involvement from the local community.

 

PG&E worked closely with the Mayor’s office and Sophie Maxwell to do a press conference in December to commemorate the closing of the plant.  Two years later in December 2008 the plant is flat-lined.  The above grade demolition is completed and the sub-surface demolition has started. 

 

Regarding regulatory oversight there are a lot of regulators involved.

 

James Bryant provided insight into the Community First Project which was designed to make sure there was community involvement in the dismantling process.  During the project quarterly newsletters were provided to the community.

 

Several Commissioners had questions regarding the 30% participation of BayView residents and wanted to know if the numbers would be increasing anytime soon.

 

Mr. Bryant said the power plant was dismantled so there would be other projects but the numbers would not be the same in the future, however it might be more appropriate for PG&E or TRC to address the question.

 

Jimi Harris responded saying the scope of work had changed.  The lion’s share of work was completed with the demolition of the power plants and the entire project is scheduled to be completed by 2010.

 

Toye Moses, Executive Director of the Southeast Community Facility Commission said members of the community had questions regarding what would replace the power plants.

 

Jimi Harris said the Redevelopment Agency was rezoning the entire area and based on that a determination would be made as to how the site would be used.

 

Chair Kennedy and Commissioner Brown had questions regarding the clean up of the area.

 

Mr. Harris said it would take 2 to 5 years for the clean up depending on how the city zoned the area.

 

Commissioner Sampson had a question regarding how to access information regarding the toxins that were removed from the area.

 

Mr. Padgett responded flyers would be provided to the community following the report from the Department of Toxic Substances Control.

 

Director Moses had questions regarding the safety of workers from the 94124 area who had no prior experience working with toxic materials.

 

Deems Padgett and James Bryant spoke to the safety efforts and said this project set the standard for the safety of its workers.

 

Tony Caruso, a citizen, had questions regarding an accident that occurred a year and a half ago at PG@E. 

 

Deems Padgett and James Bryant responded that Cal OSHA and the DA’s office completed their investigations and determined it was an accident.  There were no violations and no citations.

 

Chair Kennedy thanked Mr. Harris and his team for their presentation.                      

 

5.0      REPORT OF THE PRESIDENT

 

Chair Kennedy had comments regarding the attendance of the Commissioners and encouraged them to continue to attend and to please call if they were unable to attend.  

 

6.0     PUBLIC SAFETY AND OUTREACH  AD-HOC COMMITTEE REPORT

 

Commissioner Sampson, Chair of the Public Safety and Outreach Ad-Hoc Committee provided a summary of the August 21 meeting. The main discussion focused on how the Southeast Community Facility Commission can engage the general public and expand meeting attendance. 

There was discussion and an exchange of ideas on how members of the BayView-Hunter’s Point can interact with the Commission.

 

Commissioner Jones suggested contacting the school principals and felt providing a presentation during Back-To-School Nights would be effective.  Commissioner Jones also recommended direct contact with the neighborhood.

 

Dr. Moses suggested an outreach campaign that would engage the neighborhood churches.  Heidi Hardin suggested SECF should make a presentation to the Rotary Club during its meetings.

 

The following action plans were discussed:

 

  1. Exploring off site locations for SECF Commission meetings.
  2. Seeking assistance from City Attorney Dennis Herrera regarding 501 © 3 signage.
  3. TV coverage of future SECF Commission meetings.
  4. A breakfast meeting with pastors whose places of worship are located inside BayView-Hunter’s Point.
  5. Continuing to invite important/prominent city leaders to attend future Commission meetings.
  6. A recommendation for the outreach Chair to be the point person to work with Heidi Hardin on her outreach efforts.

 

7.0     STAFF/DIRECTOR REPORT

 

Toye Moses, Executive Director of the Southeast Community Facility Commission (SECFC) briefed the Commissioners on the budget process for 2010/2011. 

 

Director Moses thanked Sam Murray and Greg Mayer for their help with processing requests through the PUC.

 

Director Moses thanked staffer Ken Olivencia for his efforts and Mr. Olivencia provided a report on the Gateway To College Program and the assistance SECFC provided to Dwayne Jones to prepare for the press conference to be held at the college on Friday.  New computers were installed in the college and at the One Stop office to allow students to access services.

 

During the process of construction for the Gateway To College Program Mr. Olivencia noticed there were issues regarding the HeadStart Program and notified Health and Safety at SFPUC, who responded immediately and brought experts in to address the issues that were found.

 

Sam Murray, SFPUC, said some things were not accurate during construction so the project was immediately shut down.  SFPUC is making sure the project runs smoothly and expects the project to be finished in two to three weeks.

 

Janet Ng has been asked to oversee the project.  The playground will be cleaned up and it will be done right.  The inside of HeadStart is clean and available for classes to start, however the playground is not yet available.  SFPUC has cleaned up the neighborhood park and made it accessible for the children to play until their playground is available.

 

Sam Murray introduced Janet Ng and Boon Lim from SFPUC who are available to make sure the project is properly completed.

 

Greg Mayer, Operations Manager, SFPUC, said the projects were being closely observed and new equipment was being provided to improve the facility as it was aging.

 

Sam Murray estimated three weeks to be the time period for the project completion and apologized on behalf of the SFPUC for the project not being completed thus far.

 

Director Moses thanked his staff, Ken Olivencia, Management Assistant, Carla Vaughn, Commission Secretary, and Cheryl Berne’ Adams, Senior Clerk for their hard work and commitment.

 

Sam Murray announced the Health Department would attend the next Digester meeting on Wednesday, September 3rd and he invited the Commissioners to attend.

 

Director Moses thanked the Commissioners and especially Chair Kennedy for all of the support that is given.

 

Director Moses announced the Deputy City Attorney John Roddy, was not available at today’s meeting due to a personal emergency.

 

8.0     NEW BUSINESS

 

Chair Kennedy announced a resolution to support Mayor Newsom’s Initiative proposing the United Nations Global Warming Center at San Francisco’s Hunters Point Shipyard.  The resolution was read by the Commission Secretary.  Commissioner Jones moved to accept the resolution.  Commissioner Sampson seconded the motion.  The resolution was accepted.

 

9.0     INTRODUCTION OF NEW BUSINESS BY COMMISSIONERS FOR FUTURE AGENDA

 

Director Moses said at the direction of the Commission staff had invited Dwayne Jones and Dean Hunnicutt to brief the Commission regarding the Gateway to College Program, and were awaiting their response.

 

Commissioner Brown requested a presentation from Rhonda Simmons and Cedric Jackson of “One Stop” the city program that facilitates a variety of services for the community.

The meeting was adjourned in the memory of Burl Toler and Senator Ted Kennedy at 7:30 p.m.
