M I N U T E S

THURSDAY, NOVEMBER 8, 2001
6:00 P.M.

I.          Call to Order:

          Commission President Millard Larkin called the Thursday, November 8, 2001 meeting to order at 6:17 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Ave.

III.          Roll Call:

IV.          Approval of Minutes:

Commissioner Maxwell moved and Commissioner Hardin seconded to accept the minutes of Wednesday, October 24, 2001 with minor changes. Motion passed.


V.          Public Comment: No Public Comment was offered at this meeting.


VI.          Communications:

-          Letter from SFPUC requesting to present concerns of the Southeast Water Pollution Control Plant at the November 28th Commission meeting;
-          Announcement: San Francisco Children's Fund, invite to Community Forum;
-          Invitation to SFFD Chief Trevino, to speak on fire and emergency safety both in the home and in the Community;
-          Invitation to Dept. of Elections/Director Tammy B. Haygood to explain what re-districting means to the Southeast Sector and proper staffing and equipment at polls on Election Day.
-          2nd and 3rd Quarter hiring reports from Decorative Plant Services;
-          Request for Leave of Absence from Commissioner Nguyen;
-          Letter from Dean Hunnicutt of City College of San Francisco/Southeast requesting to be on the Dec. 13 agenda re: alterations to the facility at 1800 Oakdale.


VII.          Director's Report:
a)          The SECFC website is current from our end; additions of photos to the website has been held up pending the webmaster ‘s schedule;
b)          Budget submittal forms for FY2002-03 arrived with the instruction to "not increase the bottom line" (basically no new increases; all requested increases should be moved from another section of the budget); on another note the Executive Director met with the new PUC General Manager, Pat Martel today to briefly inform her of the role of the Southeast Community Facility Commission, the Facility, and the satellite sites within the overall PUC budget;
c)          Tomorrow, Friday, Nov. 9, the newly assigned PUC budget analyst, Emilee Neumann will tour the facility and the satellite sites.

Commissioner Larkin requested a copy of the FY 01-02 operating budget for review. Staff will provide a copy

Commissioner Hardin moved and Commissioner Maxwell seconded to accept the Director's Report. Motion passed


VIII.          Committee Report:

          Commissioner Looper reported that today's Committee agenda would be moved to the next Committee meeting (Weds., Nov 28) since there was not a quorum today.


IX.          Presentation: Asst. City Attorney Jackie Minor held a training session (workbook and Q&A) for the Southeast Community Facility Commission on the new updates and revisions to the Sunshine Ordinance and Brown Act.

          A few items reviewed were: Seriatum Meetings, Notice Requirements, Agenda items and exceptions, Closed Session, Public Comment, Annual Reports, Charter (vs. non-Charter) Commissions, Passive Meetings, and Donations.


          The City Attorney's Office provides training for updates and revisions to the Sunshine Ordinance and Brown Act annually for Boards and Commissions elected or appointed in the City. Special training is also available and held for non-profit agencies doing business in San Francisco.

          Ms. Minor explained that since Board members and Commissioners are answerable to challenges of non-compliance to the Sunshine Ordinance and the Brown Act and may be compelled to appear before one of several panels, that the City Attorney's Office also provides representation at such hearings.


The next scheduled presenters were not in attendance and the Commission proceeded to the next item.


IX.          Old and On-Going Business:

          Follow-up to Foods Co. complaint: Southeast Sector Resident Calvin Davis, Sr. provided a written update of his complaint against Foods Co. explaining that there was only one functioning public entrance/exit from the building. The Executive Director confirmed that case, but stated that as far as the notified City agencies were concerned, Foods Co. was not in violation of any building, safety or public code. He did, however, suggest that Foods Co. be invited back to the Commission for an updated report on their operation policies.


X.          Introduction of New Business: No new business was introduced at this meeting.


XI.          Announcements: No announcements were made at this meeting.


XII.          Adjournment:

Commissioner Maxwell moved and Commissioner Hardin seconded to adjourn the SECFCommission meeting at 7:34 p.m.
