1.0               Call to Order
Commission President Bobbrie Brown called the Thursday, November 10, 2005 meeting to order at 6:08 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.

Commissioner Brown read the Sunshine Ordinance aloud.
 

             1.2            Roll Call

Commissioners Present: Brown; Fuentes; Kennedy; Parker; Person

Excused Commissioners: Jones and Sampson

             1.3                    Consent Calendar

(a)           RESOLUTION (SECFC-2005-43) Be it resolved that the minutes of the Southeast Community Facility Commission meetings of Thursday, October 13, 2005 and Wednesday, October 26, 2005, be approved as submitted.

2.0               Public Comment
There was no public comment at this time.
 

3.0               Communications:
The Commission Secretary reported that packets from the Health Service System were included in Commission folders for their review. President Brown thanked Dr. Parker for making staff aware that ALL City Commissioners are entitled to health insurance.

Dir. Moses asked for direction with regard to receipt of Commission correspondence. President Brown instructed that staff should call Commissioners to determine whether mail be opened or forwarded. Dir. Moses also reminded that an e-mail from the new captain of the Bayview Police station, Albert Pardini had been included in Commission folders.

4.0               DIRECTOR’SREPORT
Referring to the Director’s report, the Director briefly reviewed the following: Home Depot project approved by the Board of Supervisors with a 6-to-1 vote. Home Depot has agreed to make 150 jobs available to BVHP residents. Mental Health Board met to discuss mental health issues in the BVHP district. The base budget for Clean Water & General Fund has been submitted. Issues of tenant leases for Clean Water and General Fund were discussed. Dir. Moses also requested that the Facility Committee meet to review the rules and regulations and discuss the impending expiration of the moratorium at the E. P. Mills Facility re: social events.

Commissioner Parker asked whether there was some type of monitoring mechanism in place to determine whether Home Depot is following through on its promises to the community re: employment, etc. Commissioner Brown instructed that prior to their opening, an invitation be sent requesting employment status, graph of positions, and resident area of people hired.

President Brown asked that further explanation regarding the moratorium and licensing issues for the EPM facility be given. After offering further explanation, Dir. Moses suggested perhaps these issues could be referred to the Facility Committee for exploration and then report back to the full Commission. President Brown voiced agreement adding if tenants are in violation of the terms and conditions of their lease agreement that will need to be addressed.

MOTION: Moved by Fuentes, seconded by Parker to accept the Director’s Report. Motion passed unanimously to accept report as presented (5-0).

5.0               S. F. JUVENILE PROBATION DEPARTMENT YOUTH COURT PROPOSAL UPDATE by Commissioner Fuentes:
Commissioner Fuentes reported the following: Community Outreach Committee convened on Thursday, October 27, 2005.  In attendance were Chief William Siffermann, S.F. Juvenile Probation Dept., Mr. David Onek, Mayor’s Office of Criminal Justice, Commissioners Kennedy, Sampson, Director Moses, former Commissioner Millard Larkin, and community residents.

With regard to the proposed use of the Alex Pitcher Community Room for youth court by S.F. Juvenile Probation Dept., the SECFC Community Outreach Committee made the following recommendation to the full Commission:

1.       The Proposed Use of the Southeast Community Facility by the Juvenile Court/Probation Department one day a week be supported by the Commission.

2.       SECF Commission to determine community stakeholders for the planning group who will assist in outlining ground rules for this proposal.

3.       In the event the judiciary disagrees with the proposed use of the Southeast Community Facility for juvenile court, an alternative option would be an Evening Reporting Center, which is a probation department run / sponsored activity.

The motion carried by the following vote: Ayes: 5 – Brown, Person, Kennedy, Parker, Fuentes.

Commissioner Brown commended and thanked both Commissioners Fuentes and Kennedy for their hard work, adding that she hopes they can participate in the stakeholder-planning group once everything has been confirmed. Commissioner Brown directed staff to proceed with pulling that together by yearend.

6.0               Introduction of New Business By Commissioners:
Commissioner Kennedy asked that a letter of invitation be sent to the Supervisory Committee of the Citizens Advisory Committee (CAC) re: Community Benefits Program Community Legacy Fund that Lennar BVHP has set aside. She also asked that Dr. George Davis of the Multipurpose Senior Center be invited to give update on the aging campus.

Commissioner Person requested that update be given re: the underground wiring project in BVHP. He also requested that the city be contacted with regarding to a street project taking place on Cashmere @ LaSalle in the BVHP district. Lastly, Person requested update on the proposed camera surveillance project in the BVHP district by SFPD.

Commission Parker asked the Commission’s position with regard to the recommendation made by the Community Advisory Group (CAG) re: Autonomy of the Commission. Commissioner Brown reminded that instruction was given to the CAG to move forward with their recommendation and begin to prepare the appropriate documentation requesting that the Commission not be advisory any longer. She asked that Director Moses prepare a follow-up letter to Millard Larkin and Damone Hale regarding that.

Commissioner Parker also requested that Mr. Charlie Walker be invited to update the Commission on his journey to New Orleans to aid the Hurricane Katrina victims. Dr. Parker also suggested if no reply is received with regard to a list of scheduled activities in the city sponsored by Dr. Mitch Katz, that a letter be sent requesting that information within 60 to 90 days.

Commissioner Brown requested that the Capt. Albert Pardini of the Bayview police station be invited to present. Also, that Mr. James Blanding of Providence Baptist Church be invited to present re: the 52-unit development for senior housing.

8.0               Public Comment:
There was no public comment at this time.

9.0               Announcements:
Commissioner
Kennedy announced on Saturday, November 12th from 2:00 to 4:00 at 952 De Haro Street there will be a housing workshop sponsored by BVHP Lennar in an effort to prepare people when purchasing homes as they are built up on the hill.

Mr. Herb Dang, Manager SFPUC Wastewater Enterprise, announced on Tuesday, November 15th, at 12:00 noon Mayor Newsom and Supervisor Sophie Maxwell will dedicate two building that have been equipped with solar panels at the sewage treatment plant.

Dir. Moses reminded that the SFPD is recruiting new applicants for police officers until the end of November. Commissioner Brown announced that BART has 30 positions open as station attendants starting @ $60,000 a year. Commissioner Parker announced that PG&E is looking for people to train and eventually employ in the 94124 area.
