SOUTHEAST COMMUNITY FACILITY COMMISSION

MEETING THURSDAY, JULY 9, 2009 – 6:00 PM

1.0     CALL TO ORDER 

 

Commission Chair Willie B. Kennedy called the Thursday, July 9, 2009 meeting to order at 6:05 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.   Commissioner Kennedy read the Sunshine Ordinance.

1.2      CONSENT CALENDAR

 

Commission Chair Willie Kennedy announced the Consent Calendar.

 

It was moved by Commissioner Jones and seconded by Commissioner Churchwell to accept the minutes of Wednesday, June 24, 2009.  The minutes were approved.

 

2.0     PUBLIC COMMENT

 

Ms. Alma Robinson, Director, California Lawyers for the Arts, thanked the Southeast Community Facility Commission for allowing her the opportunity to mention the progress of the Public Art Project for the Hunter’s Point Shipyard.  They are looking forward to receiving input from the community and invited the community to participate in the Planning sub-committee meeting to be held this evening along with a meeting scheduled for Monday, July 13th.  A youth engagement process is being developed to encourage the participation of youth.   This $1 million dollar project is funded by the Federal Economic Development Agency.

 

Commissioner Kennedy added the project was being worked on at a fast pace and the community was being invited to provide input, however, the project would move on schedule with or without community input.

 

Mr. James Martin, BayView resident, thanked the Greenhouse Tenants Association for working with the YMCA and helping to create a positive environment for the community.

 

3.0            PRESENTATION

 

Chair Kennedy introduced Mr. Chris Jackson, Trustee, City College Board.  Mr. Jackson thanked the Commission and provided an update on the initiative, The Bridge to Green Jobs Training Program which has been renamed by the State, The Green Job Corps.

 

$931,087 has been awarded to start the program which will prepare youth ages 16 – 24 for jobs in California’s emerging green economy.  In the proposed program, City College of San Francisco will partner with the San Francisco Office of Economic and Workforce Development, the Workforce Investment San Francisco Board, the San Francisco Conservation Corps, and a number of other community-based organizations and employers in order to create a comprehensive training program for a wide range of green careers.

 

Disadvantaged youth from San Francisco’s Mission, Chinatown, and BayView/Hunter’s Point neighborhoods will be recruited into a semester-long “launching pad” that will prepare them to enter green training certificate programs at the College. 

 

This program will serve 120 students and orient them to the range of green career pathways available to them, provide contextualized language and math instruction, engage students in green community service, and teach them about the importance of environmental stewardship and civic responsibility.  Students will be provided wrap-around and case management services by partner Community Based Organizations with deep roots in the communities served.  At the conclusion of this semester of training, students will transition into one of  City College of San Francisco’s many green jobs certificate programs, including solar panel installation, environmental monitoring, environmental horticulture, hybrid/electric vehicle service, green business, and green construction and energy efficiency.  Wages for these occupations range from $12 to $35 per hour.  This high-quality training will fully prepare students to enter the workforce and become contributing “green”members of the San Francisco Bay Area community.

 

Mr. Jackson noted the efforts of Dean Veronica Hunnicutt and her contribution in spearheading the policy at the forefront.  Mr. Jackson said a major challenge would be to bring employers to the table to provide job placement after the youth are trained.   Placing the training at the Southeast Campus will continue to put the facility on the map and make it on the cutting edge of green jobs and green training within the community.

 

Commissioner Churchwell has questions regarding whether youth from other communities would have access to the training.

 

Mr. Jackson responded he would make sure the program was inclusive to youth throughout the San Francisco area.

 

Mr. Jackson announced the expansion of the Ambassador Program within City College and the Gateway To College Program.

 

Toye Moses, Executive Director thanked Mr. Jackson for everything he was doing to advance the community and asked what was being done to reach to youth and encourage them to take advantage of the opportunities being offered.

 

Mr. Jackson responded the Ambassador Program along with providing more culturally relevant class offerings at the Southeast Campus would be instrumental in increasing attendance.  He vowed to continue working with Dean Hunnicutt to ensure resources were provided to the Southeast Campus.

 

Chair Kennedy thanked Mr. Jackson for fulfilling his campaign promise to the community.

Dean Hunnicutt provided an update on her meeting with the student Ambassadors who have been working along Third street to inform the community of the availability of classes at the Southeast Campus.  Pastors at local churches will be receiving notification that the Ambassadors would like to address their congregations.  New promotional materials will soon be available.  The recently added 860 Math class is already full. 

 

Dean Hunnicutt announced an August 3rd event featuring the Senior Steppers.

 

The Gateway to College Program is coordinated between the Mayor’s Office, San Francisco Unified School District, and City College of San Francisco with special kudos to Trustee, Chris Jackson who has worked very hard to get this program to this campus.

 

The Commissioners thanked Dean Hunnicutt and Trustee Jackson for the work they were doing and their tireless efforts.

 

Commissioner Louise C. Jones thanked Dean Hunnicutt and Trustee Jackson specifically for the work being done by the City College Ambassadors who went door to door in the community advising of the opportunities available at the Southeast Campus.

 

Mr. James Martin, BayView resident had positive remarks regarding the work that was being done in the community to make everyone aware of the programs available at the campus.  He thanked the Commission and said he appreciated the support the community was receiving from the Commission. 

 

Mr. Siri Datta introduced The Interior Plantscaping Certificate Program and requested support from the Commission and asked the Commission to request the SFPUC to provide the bridge funding to complete the funding for the course.

 

Chair Kennedy said the item would be agendized for the next Commission meeting.      

 

4.0            COMMUNICATIONS

5.0      REPORT OF THE PRESIDENT

 

Chair Kennedy announced an upcoming Facilities Ad-Hoc Committee meeting scheduled for Thursday, July 23rd at noon in the conference room.   

 

6.0     SFPUC DIGESTER TASK FORCE COMMITTEE REPORT

 

None.

 

7.0     STAFF/DIRECTOR REPORT

 

Director Moses reported the budget was passed by PUC and the Board of Supervisors.  The Director provided the Commission with the Annual Report. 

 

Heidi Hardin provided an update on the Community Challenge Grant.  She announced the Commissioners would be paired with members of the community to be displayed in a new mural. 

The New Neighbor Mural Project is a community outreach and visibility campaign initiated by Think Round Inc. in partnership with the Southeast Community Facility Commission to highlight the Commission and its activities, generate fun ways to meet and celebrate neighbors, new and old, as the southeast sector of San Francisco transforms and to build community through public art and artists.   

 

Chair Kennedy thanked Heidi Hardin for the work she put into this and previous projects.  She commended her for her interest in the community and particularly her dedication to the Southeast Community Facility Commission.

 

Ms. Hardin thanked the Commission and suggested the choices for partnering and pictures of suggested partners for the mural be completed by the end of the year.

 

Director Moses thanked Ms. Hardin for her tenacity.  He also thanked Commission staff and the PUC for providing monetary support whenever possible.

 

8.0     NEW AND ON-GOING BUSINESS

 

Director Moses introduced the Annual Report.

 

Chair Kennedy thanked the Commission staff for their efforts.

 

9.0            INTRODUCTION OF NEW BUSINESS BY COMMISSIONERS

          FOR FUTURE AGENDA

 

Director Moses provided an update on the request of Espanola Jackson to make sure a city attorney was available to attend Commission meetings in the absence of the regularly scheduled city attorney, John Roddy.

 

Director Moses said the item was not calendared and requested direction from the city attorney.

 

Director Moses said Mr. Siri Datta, President, San Francisco Foliage, requested to be placed on the agenda for the next Commission meeting.

 

10      PUBLIC COMMENT

 

None.

 

11      ANNNOUNCEMENTS

 

Chair Kennedy announced the Commission was invited by Commissioner Chung to attend a fundraising banquet for The Global Children’s Foundation.

Chair Kennedy announced a luncheon to benefit the BayView Hunter’s Point Multipurpose Senior Center- Senior ExOffender Program to be held at the San Francisco Christian Center at 5845 Mission Street.
