M I N U T E S

THURSDAY, April 12, 2001

I.          Call to Order:

          Commission President Millard Larkin called the Thursday, April 12, 2001 meeting to order at 6:10 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Ave.

II.          Roll Call:

          Staff Present:          Robert Bryan, Deputy City Atty., Toye Moses, and Exec. Dir., SECF;
                                        Kathy Basconcillo, SECF Commission Secretary


III.          Approval of Minutes:

Commission President Larkin tabled the minutes of Wed. March 28 to the next Southeast Community Facility Community Meeting - Thurs., April 12. Motion passed.


Commission President Larkin then moved item V. Public Comment to the 6th Item of the Agenda.


VI.          Communications:
a)          Announcement - Community Meeting: "Alcohol Outlets in Your Neighborhood";
b)          Response to March 29 written request from J. Morrison for additional information as provided to the Commission from Decorative Plant Service;
c)          "Know Your (San Francisco Police) Captain in Your Neighborhood".


VII.          Director's Report:
a)          The HVAC Energy Conservation and update project for the Southeast Community Facility is basically completed. The Project Engineer, Pansy Lam is scheduled to walk-thru and sign-off on by (tomorrow) Friday, April 13.
b)          ADA Handicap parking lot access to Facility is also nearing completion. Handicap parking stalls have been re-assigned and re-painted. The re-grading work will take a little longer, but the Commission will be kept appraised.
c)          Attended the Mayor's "Summit on Violence (in the Neighborhoods of the City)" held on Saturday, April 7 where posters picturing the victims of 21 violent crimes of was unveiled and distributed. Of the victims pictured, murdered since 1993 in San Francisco, all were young African American males, 18 from Bayview-Hunter’s Point. The DA's office needs the Community's help to solve these crimes.

          Commissioner Tofaeono moved and Commissioner Looper seconded to accept the Communications and the Director's Report. Motion passed.

V.          Public Comment: Mr. James Morrison questioned the validity of the information contained in the quarterly hiring report disseminated by Decorative Plant Service and requested a copy of the last three quarterly reports. Commissioner Larkin suggested that Mr. Morrison work with staff in obtaining the information he needs. Dr. Moses suggested another source for additional information would be the Real Estate Dept.

VIII:          Introduction of New Business:

          Commissioner Hardin suggested that Bayview Station Police Capt. "PJ" Jackson be invited along with Asst. Chief Earl Sanders to get an update on the plan of action for handling the recent violent episodes in the Bayview-Hunter’s Point.

          Commissioner Larkin requested to have the topic of Committee membership on the next agenda - and requested the Commissioners to give some thought to which Committees they would like to be assigned. He also requested a list of Community-based organizations in the Bayview-Hunter’s Point.

          Commissioner Brown asked to get an update on Young Community Developer's (YCD's) respective plans for summer employment.
          
IX.          Adjournment:

Commissioner Brown moved and Commissioner Looper seconded to adjourn the SECFCommission meeting at 6:55 p.m.
