SOUTHEAST COMMUNITY FACILITY COMMISSION

MEETING WEDNESDAY, AUGUST 27, 2008 – 6:00 PM

1.0     CALL TO ORDER 

 

Commission President Willie B. Kennedy called the Thursday, August 14, 2008 meeting to order at 6:08 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.

 

1.1      ROLL CALL

1.2               SUNSHINE ORDINANCE ANNOUNCEMENT

AND CONSENT CALENDAR

 

Commission President Willie B. Kennedy welcomed all present and announced the Sunshine Ordinance and the Consent Calendar.

 

Commissioner Sampson moved to accept the consent calendar. Commissioner Brown seconded the motion.

 

2.0                PUBLIC COMMENT

 

Mr. Greg Mayer has recently been appointed as the Operations Manager of Southeast Plant.  He also oversaw the 1099 and apprenticeship programs for the SFPUC Wastewater Enterprise. 

 

He has been a San Francisco native all throughout his life; his grandparents have lived through the great San Francisco 1906 Earthquake and built a house on San Bruno Avenue in the Portola district.  His past jobs included working at All Hallows School on-and-off for over 34 years, a police cadet and a police officer before enrolling in an engineer program.  Mr. Mayer was delighted to remain a part of the Wastewater Enterprise and was open to solve any issues or concerns the Commission has.

 

Chair Kennedy welcomed Mr. Mayer to the Commission and looked forward to hearing from him soon.  All Commissioners and Staff received Mr. Mayer’s business card.

         

3.0      COMMUNICATIONS

 

Cheryl′Berna Adams, Clerk/Receptionist announced the following:

 

a)      Press Release: Mayor Newsom Announcing New City Commissioner Appointments and Re-appointments.

b)      Letter of Invitation to City College of San Francisco Chancellor, Dr. Don Griffin.

c)      Press Release: Mayor Newsom Signs Law Banning Tobacco in Pharmacies.

 

Chair Kennedy announced a Chair’s Report should have been a part of tonight’s agenda.  The Chairs of the Ad-Hoc Committees for Fiscal Year 2008 –2009 were announced as follows:

Chair Kennedy is ex-officio of all Committees.

 

Most of the Ad-Hoc Committee meetings would be held around 12:00 noon, but could be changed under the direction of the Ad-Hoc Chair and SECF Staff.  Since Commissioner Brown has a scheduling conflict with the 12:00 noon starting time, the Community Advisory Group Committee would start at a different time.  Chair Kennedy would like all Commission members to function their participation during all Ad-Hoc Committee meetings.

 

4.0                  STAFF REPORT

 

Dr. Toye Moses, Executive Director of the Southeast Community Facility Commission, indicated City College of San Francisco – Southeast Campus has started its fall semester on August 18, 2008.  Since Commissioner Secretary Carla Vaughn was on vacation this week, as-needed Sr. Clerk Typist Cheryl′Berna Adams has taken over tonight’s meeting in Carla’s absence.  Dir. Moses asked Management Assistant Joseph Singh to take over the Staff Report.

 

Mr. Singh stated the front area of SECF has been completed, including removal of the fence and cement has been poured on the front area.  The fencing on Phelps street has been painted and should be fully completed by next week.  Also, the deck work area nearby the Department of Human Services (DHS) offices should be competed by next week. 

 

Liz Palega recently contacted Mr. Singh for the update on the Resource Directory.  The draft copy should be ready by next week.   

 

At the last Commission meeting, Chair Kennedy requested for Staff to coordinate an event to showcase the movie on BayView-Hunter’s Point community leaders.   SECF staff has been in the process of having a movie discussion and finding a date and time to showcase the movie.  SECF Staff would keep Commissioners updated on exact showcase date and time.  Commissioner Brown would like the viewing of the movie to be shown inside the Alex L. Pitcher, Jr. Community Room.

 

Chair Kennedy directed SECF staff to make a “Thank you” card to movie production staff.  For promotion of showcasing the movie, Chair Kennedy would like vendors and merchants to help participate in providing food and refreshments from the community.  Commissioners and Staff should be able to seek assistance from restaurants, grocery stores, etc. in providing their goods and services for the movie showcase.

 

Dir. Moses and Mr. Singh recently had a meeting with the San Francisco Public Utilities Commission (PUC) - Department of Real Estate, along with Mr. Ed Rathburn and Mr. Tony Caruso from Decorative Plant Services, regarding the leases of Decorative Plant Service and its tenants SunBorne Nursery and San Francisco Foliage.  The meeting was very productive.  The Director of PUC’s Real Estate would make a presentation on updated leases under SECF at a future Commission meeting.

 

Dir. Moses informed Commissioners that SECF has a new tenant, the Mayor’s Office Communities of Opportunity (COO).  COO would share the neighborhood office with Clean Slate, a component from the San Francisco Public Defender’s Office.  COO would be starting its services tomorrow, August 28, 2008, from 9 a.m. – 5 p.m.  This office would be open everyday except for Thursdays (Clean Slate would continue sharing the office).  The purpose of COO’s offices inside SECF would be to provide public assistance for those who cannot travel downtown to receive services for employment, food stamps, and other assistance services.  Dir. Moses would like to invite Mr. Dwayne Jones, Director of Communities of Opportunity, to introduce the program staff at a future Commission meeting.

 

Motion passed unanimously to accept report as presented (5-0).

 

            Chair Kennedy acknowledged the arrival of Commissioner Churchwell. 

 

5.0                      OLD ON-GOING BUSINESS

6.0                  INTRODUCTING OF NEW BUSINESS BY COMMISSIONERS

 

None.

 

7.0            PUBLIC COMMENT

 

None.

 

8.0            ANNOUNCEMENTS

 

Chair Kennedy announced the following:

 

·        VVBOOM Presents 3rd Annual Leland Avenue Street Fair, Sunday, September 14, 2008 from 10 a.m. – 4 p.m., Leland Avenue @ Bayshore Avenue.

 

·        KPOO (89.5 PM) Radio and Biscuits and Blues, Sunday, September 21, 2008 at 401 Mason Street (@ Geary Blvd).  Shows will start at 12 noon, 4 p.m., and 8 p.m.  Donations are $20 for 12 noon and 4 p.m. shows & $30 for 8 p.m. shows.

 

·        Hunter’s View (West Point) Unity Bar-B-Que, 227 West Point Road on Labor Day (Monday, September 1, 2008) from 1 p.m. – 4 p.m.  The Hunters View Tenants Association has stated: “We don’t want our residents of Hunters View (West Point) to be onlookers as others make big profits without us, the residents’ participation and benefits.”

 

·        Community Benefits Report of August 2008 made from Community Advisory Committee Executive Subcommittee (make special attention to second to last paragraph of page 2).  This paragraph discussed the Lennar Urban Project updates.  Also, there would be a hearing/workshop with Project Area Committee (PAC) on September 18, 2008 at 6:00 p.m. inside the Alex L. Pitcher, Jr. Community Room that will further bring attention to the community concerning the alliance with District 10 and Lennar.  The original agreement between District 10 and Lennar was discussed in May, but has just been coming forth to the community. 

 

Dir. Moses asked Commissioners to check their emails on a regular basis because SECF would send emails regarding community events.
