M I N U T E S

I.          Call to Order:

          Commission President John Knox called the Wednesday, March 22, 2000 meeting to order at 6:13 p.m.


II.          Roll Call:

Commission President took VI. Presentation item out of order to accommodate the presentation team.


VI.          Presentation: Food’s Co.- Rich Tovatt and Jeff Burett, Northern California
District Manager and Store Director respectively, updated the Commission and
Community regarding the Williams Street Store.

Commissioner Knox welcomed the Foods Co. representatives and Mr. Tovatt began his presentation by thanking the Commission for the invitation to update the Community on some of the changes that Foods Co. has gone through since its representatives were last here.

Since that time, the Foods Co. rep., Mr. Harley has retired and Foods Co. has change corporate affiliations - they are now part of Kroger Foods (#1 food chain nationally), which on the west coast is represented by Ralph’s Food For Less, based in Southern California and managed by a Mr. Tom Wolholl. Since 1994 three more stores have been added in No. California - Sacramento, Salinas and Pittsburgh.

The San Francisco Williams Street store has a growing base and was remodeled to the tune of $2 million in November, 1999. Another San Francisco Foods Co. site at 14th and Folsom will have a Grand Opening in May upon completion of remodeling.

Mr. Tovatt then turned over the presentation to Mr. Jeff Burett to expand on the day-to-day operations, recent upcoming events and explanation of the upgrades to the Williams Street Store which is in this (94124) zip code and therefore of greatest interest to this Commission/Community.

Mr. Burett reported that he was promoted to Store Manager in Sept. of 1999 and oversaw over $2 million in renovations to the Williams St. Foods Co. The site, which enjoys the proximity of a new housing sub-division and police station, boasts about 40 permanent full-time employees. The majority of these employees have come from the Community almost exclusively from walk-in appointments. Company provided training is on-the-job, beginning with utility clerk, i.e. cashier training and the company has a policy of "promoting from within" for retention.

Foods Co. Williams St. is planning a new program geared toward hiring 16 and 17 year olds to provide a "first job" experience. The Williams St. Store has also recently won customer service awards for cleanliness, helpfulness and friendliness two months in a row. We regularly donate to community and church programs and run a script program at E.R. Taylor Elementary School and 21st Century Academy. The store has experience some concern with (shopping) cart returns and will be experimenting with the "wheel lock" project in the near future.

Mr. Burett then asked the Commission for any questions: Commissioner Brown expressed an original concern re: the general condition of the store last September and is now glad to see the implementation of the upgrades and renovations. Commissioner Richardson expressed appreciation of the fact that a majority of employees come from the community. Commissioner Hardin stated that although she has not seen any advertising for the changes and upgrades in the store, since the program are still new she is looking forward to them. Commissioner Larkin requested an "ethnic break-out of promotions, especially management positions" whenever the information was available. Dr. Moses suggested that perhaps Young Community Developers (YCD) could assist with training (to increase retention and employee moral). Commissioner Richardson suggested Foods Co. follow this presentation with another updating presentation in about a year.

III.          Approval of Minutes:

Action: Commissioner Richardson moved and Commissioner Hardin seconded to accept the minutes of January 26 and February 23, 2000 as mailed. Motion passed.


IV.          Correspondence:

          Dr. Moses informed the Commissioners that in their folders would be copies of:
a) Congresswoman Nancy Pelosi’s Congressional Record (dtd. 2/29/00) re: Commemorating Black History Month;
b) Letter from AMB/BTS Developers re: update on Walgreens at 5300-3rd St.;
c) Letter from Equity Development Foundation Inc. to the Mayor’s Hunter’ Point Shipyard Citizens Advisory Committee, re: The purchase and rehabilitation of existing Federally Assisted Low and Moderate Housing project in the City and County of San Francisco.


V.          Director’s Report:

          Dr. Moses updated that:
a) The FY 2000-01 Budget Request for both the Clean Water (SECF) General Fund (EPMills and satellites) is with the Mayor’s budget analysis office and expected to be passed on to the Board of Supervisors very soon;
b) The newly wired and installed PA system in the Alex L. Pitcher Community Room will be for used for community/business meetings only and not for social events as delineated in the Scheduling Rules & Regulations;
c) The sewer pipe repair/upgrade project at EPMills has been completed and now has a 10 year warrantee on the workmanship;
d) Back at the Southeast Community Facility, a contractor has been chosen for the HVAC project and is now going through compliance verification; the project is scheduled to begin mid-April.


VII.          Facility committee Report - Committee Chair Bobbrie Brown reported:

          a) Re: the Bayview Opera House children’s mural program expansion proposal,
          the Committee recommends to accept plan to replace existing mural with an
          expanded mural pending receipt of Art Commission minutes.
          
          b) Re: revision of Rules & Regulations governing the Southeast Community
          Facility Community Room and Earl P. Mills Community Auditorium, the
          Committee recommends to full Commission to extend using the current Rules &
          Regulations for another year at which time they can be reviewed again.

          c) Re: Establishment of policy on tenant use of the Alex L. Pitcher Community
          Room; the Southeast Community Facility Conference Room, and the Earl P. Mills
          Community Auditorium, the Committee recommends a) to allow City College of
          San Francisco/Southeast Campus use of the Community Room from Aug.-Dec.,
          2000 on Mon. evenings for PE-type classes (while reserving the right to pre-empt
          classes in case of emergency use by the community); and b) specific guidelines be
          established for use of the Community Room by City College.

          d) Re: The memorandum/statement of understanding (M/SOU) between the City
          & County of San Francisco and the American Red Cross for use of the Southeast
          Community Facility - this item was not discussed because appropriate language
          for use in the memo has not been returned from Real Estate Dept./City Attorney’s
          Office.

Action: Commissioner Richardson moved and Commissioner Larkin seconded to adopt the Facility Committee’s report and therefore recommendations. Motion passed unanimously.


VIII.          Introduction of New Business by Commissioners:

          Dr. Moses suggested inviting Emelio Cruz to a Commission meeting. Mr. Cruz
          has been named Director of the Mayor’s Office of Small Business.

          Commissioner Larkin requested that Cynthia Selmar from the Dept. of Health
          Services and/or Dr. Mitch Katz, be invited back to the Commission for an update
          on Health programs and issues in the City.


IX.          Public Comment:
          
Commission President Knox welcomed Commissioner Larkin back after his recent illness.

Announcement: The Southeast Community Facility Commission has been "left out" of the San Francisco Survival Manual; perhaps steps can be taken to rectify this situation.

The Southeast Community Facility Commission’s Executive Director, Dr. Toye Moses has been appointed proxy to the Democratic Central Committee by Assemblywoman (District 13) Carole Migden.

The Commission acknowledges the presence of Dr. Harrison Parker, Health Commissioner.

Mr. Ulysses J. Montgomery, President of Equity Development Foundation Inc., explained his and his group’s position on the subject matter and said that he would send a similar letter to the Southeast Community Facility Commission requesting their support.


X.          Adjournment:

Action: Commissioner Richardson moved and Commissioner Larkin seconded to adjourn the meeting at 7:48 p.m. Motion passed.
