1.0               Call to Order
Commission President Bobbrie Brown called the Wednesday, October 25, 2006 meeting to order at 6:11 p.m. in the Alex L. Pitcher Community Room at 1800 Oakdale Avenue.

Commissioner Brown read the Sunshine Ordinance aloud.
 

           1.2            Roll Call: Commissioners Present:  Brown, Fuentes, Jones, Kennedy, Parker, Person, and Sampson

           1.3                    Consent Calendar

          RESOLUTION (SECFC-2006-66) Be it resolved that the minutes of the Southeast Community Facility Commission meeting of Thursday, October 12, 2006 were approved as submitted.

2.0               PUBLIC COMMENT
There was no public comment at this time.
 

3.0               COMMUNICATIONS:

Ø      Dir. Moses announced the following:

-        Kamala Harris, S.F. District Attorney confirmed to present on November 20th.

-        The Department of Elections currently has openings for individuals on the Voting Accessibility Advising Committee. Anyone interested may contact the Department directly.

4.0               Presentation

-               Mr. Gabriel Gallaread, Chairman, Board of Directors American Red Cross thanked the Commission for the opportunity to present. Mr. Gallaread, a 40-year volunteer with the American Red Cross, gave a brief history of how the American Red Cross began.

Mr. Gallaread stated that the Bayview Hunters Point (BVHP) community is an underserved community with regard to the American Red Cross. Mr. Gallaread stated his goal is to recruit individuals to ensure the American Red Cross has a strong presence in the community.

Mr. Gallaread urged everyone to consider becoming active members of the Red Cross to ensure the BVHP community is prepared in case of a disaster, provided informational material of Red Cross services and types of training available, and donation/volunteer forms for anyone interested in joining the organization.

Dir. Moses explained that the Alex Pitcher Community Room has been designated as an emergency shelter. Dir. Moses offered to make the community room available for future American Red Cross training courses.

Commissioner Kennedy commended Mr. Gallaread for his work with the American Red Cross. She asked how the organization is funded. Mr. Gallaread replied that all funding comes from donor contributions, not from the government.

Commissioner Sampson asked how could more participation be attained with regard to enlightening the BVHP community as to the needs of the American Red Cross. Mr. Gallaread replied 1) become informed; 2) ask questions; 3) and wear pins/ shirts.

Commissioner Fuentes asked what kind of training commitment is required and what employment opportunities are available for individuals to work with the American Red Cross. Mr. Gallaread said there are very few jobs within the American Red Cross. Regarding training commitment, Mr. Gallaread stated as little as an hour depending on the job. There are also on-line training courses available.

Commissioner Parker stated how impressed he has been with the services provided by the American Red Cross and was curious as to how the American Red Cross can be so responsive to the degrees that are needed. Mr. Gallaread explained the police/fire department notifies the American Red Cross when services are needed.
 
Commissioner Sampson asked what types of American Red Cross sponsored fundraisers take place in the Bay Area. Mr. Gallaread stated the American Red Cross has had several fundraisers in the Bay Area in the past few months and assured that he would notify the Commission of any upcoming events.

Mr. Herb Dang, SFPUC asked what are the different levels of commitment to become involved with the American Red Cross. Mr. Gallaread stated whatever amount of time a person wishes to volunteer for the training. 

Commissioner Jones commended the individuals who come to the schools and perform the CPR training. She asked whether they are volunteers or nurses. Mr. Gallaread stated they could be either volunteer or paid.
 
Commissioner Brown thanked and commended Mr. Gallaread for his commitment. She stated the flyers brought would be made available to the public.

5.0                 COMMISSION ATTENDANCE POLICY:

            (a)               Review the current attendance policy to the by-laws per Board of Supervisors: Dir. Moses explained the proposed resolution is for Commission review and will not be voted on until the next commission meeting. He reminded that the document should be brought to the 11/9/06 meeting for discussion.

            (b)               Vote on the new proposed language regarding the attendance policy: Dir. Moses explained that the Board of Supervisors and Mayor have requested the information (Dec. 1st deadline). After review and clarification on the proposed policy, President Brown instructed all Commissioners to carefully review the policy and bring any questions/concerns back for discussion at the 11/9/06 meeting.
 

6.0               Director’s Report:

Ø      Director Moses reported:

a.      Mr. Kofi Bonner, President of Lennar, Ms. Marcia Rosen, Director of S.F. Redevelopment Agency, and Mr. Alton Byrd, consultant for Lennar will present at the November 9th SECF Commission meeting.

b.      Personnel Issues: the 1842 Management Assistant and 1452 Executive Secretary positions closed last week. Interviews for the 1452 Executive Secretary are scheduled for Monday.

c.      The Alex Pitcher kitchen upgrade will begin on Wednesday, October 31 and will be complete by November 9th.

d.      Homeland security meeting has been scheduled for Monday, October 30th to address security issues.

e.      The SFPD is requesting community assistance in their recruitment efforts of new officers. The Municipal Transportation Authority is testing the 3rd Street Light Rail system Monday thru Friday. The Department of Urban Forestry will have a free tree giveaway.

f.        Due to a violation in the facility rules during a recent repast event at the Earl P. Mills Auditorium, all social events will be placed on hold until a Facility Committee meeting can be scheduled.
 

MOTION: Moved by Parker, seconded by Jones to accept the Director’s Report. Motion passed unanimously to accept report as presented (7-0).

7.0               INTRODUCTION OF NEW BUSINESS BY COMMISSIONERS
Commissioner Parker asked when would a legal opinion be provided by Attorney Roddy on Commission long-term goals. Attorney Roddy responded that he would provide that opinion prior to the next meeting.

Commissioner Kennedy suggested that a representative from BVHP Lennar and S.F. Redevelopment be invited to address the recent amendment to the benefits package and Disposition and Development Agreement (DDA) adopted by the CAC and Board of Supervisors.

Commissioner Brown reminded that this Saturday would be the last Saturday that the Interim African Marketplace will be open. She encouraged everyone to stop by.

Commissioner Parker also suggested that the vendors of the Interim African Marketplace be invited to the upcoming Commission meeting to discuss any concerns they may have.

9.0               Announcements:
Dir. Moses announced that the town hall meeting sponsored by Mayor Newsom and Supervisor Maxwell has been rescheduled to Saturday, December 9th.
